I think there was this discussion here at PDF or somewhere at FB that Hekmetyar doesn't wield power anymore. He stayed in Iran and lost control of his fighters without money while others made strides. Factually speaking, he doesn't have required numbers and assets at his disposal to fight taliban.

If he was the opportunist he would had important role in Afghan Government when US wanted him on their side against Taliban .... His return was facilitated by Afghan Government and the US in the hope that he would pose political challenge against Afghan Taliban, politically speaking Ghani is minion in front of him ....

After the successful conclusion of his dialogues with IEA [Afghan Taliban at that time] soon after his pact with Afghan government he became political ally of Afghan Taliban.
