a very obvious conclusion ...but people know 2 percent and argue/debate 90 percentThey might have been away from the actual site judging by the fact that they don't have their rifles at the ready and are not in a column. Over a decade of CQB has taught the troops atleast this much. Or judging by the civilians standing in the frame they are probably not even inside the outer cordon yet. They would have definitely started moving tactically after entering the cordon.
