New Delhi, Aug 24 (bdnews24.com)—Prime Minister Sheikh Hasina is likely to hold a bilateral meeting with her Indian counterpart Manmohan Singh on the sidelines of the Non-Aligned Movement summit in Iranian capital Tehran next week.

Diplomatic sources in Dellhi said officials of both countries were in touch to fix the time for the meeting.

The two Prime Ministers had last met at Addu in the Maldives on the sidelines of the SAARC summit in November 2011.

Hasina ad Singh are likely to discuss a wide range of bilateral issues, including the impasse over the proposed agreement on sharing of water of river Teesta and ratification of 1974 Land Boundary agreement and its additional protocol signed during Singh's visit to Dhaka in September 2011.

Singh on Thursday had a meeting with Chief Minister of Indian state of West Bengal Mamata Banerjee in New Delhi. Though they are understood to have briefly touched upon the issue of the stalled agreement on Teesta, it is not clear if Banerjee had agreed to soften her stand against New Delhi clinching the deal with Dhaka for sharing of water of the common river.

Though New Delhi and Dhaka were close to striking the deal on Teesta during Singh's visit to Dhaka, it was put on backburner after strong objection from West Bengal Chief Minister. Banerjee withdrew herself from Singh's entourage to Bangladesh indirectly expressing her reservation over the proposed deal, which she believes would be detrimental to the interests of West Bengal.

During his talks with Hasina in Tehran, Singh is likely to reiterate New Delhi's commitment to inking an agreement with Dhaka for sharing the water of Teesta.
Banerjee's Trinamool Congress is a partner of the Congress in the coalition government in New Delhi. The Congress, which leads the ruling United Progressive Alliance, has had a troubled relation with the Trinamool Congress over the past few months, particularly after the regional party came to power in West Bengal in May 2011.

However, the Congress is unlikely to provoke Trinamool Congress to break away from the UPA now, as the Government at the Centre is dependent on the regional party's support in Parliament, particularly as it has been under constant attack from the opposition Bharatiya Janata Party over a series of alleged corruption scandals.

Singh is also likely to assure Hasina that his government would soon introduce in Parliament a bill to amend the Constitution of India for ratification of the 1974 Land Boundary Agreement and its protocol signed last year. Though the UPA Government does not have enough numbers in both the Houses of Indian Parliament to ensure passage of the bill, it is still preparing to introduce it, apparently to reassure Bangladesh government of its commitment to ratify the deal.

Singh's government needs at least two-thirds majority in both Lok Sabha and Rajya Sabha of Parliament to get a constitutional amendment bill passed. The opposition Bharatiya Janata Party is also likely to oppose the bill as it has joined with the regional party Asom Gana Parishad in Assam to protest against the protocol that New Delhi and Dhaka inked to resolve disputes through exchange of enclaves and adversely possessed land.

However, as the opposition BJP has this week stalled both Rajya Sabha and Lok Sabha over alleged corruption by Singh's Government in coal block allocation, uncertainty looms large over introduction of the bill during the current Monsoon Session of Parliament.

The two Prime Ministers are also likely to review progress of implementation of projects under the $1 billion Line of Credit extended by India to Bangladesh in January 2010.

TEHRAN, Aug 29 (BSS) - Prime Minister Sheikh Hasina today expressed her happiness over the first meeting of the joint expert group under Joint River Commission (JRC) on Tipaimukh Dam that took place on August 27-28 in India.

"It is a good start," she said during a meeting with Indian Prime Minister Dr Manmohon Singh on the sidelines of the 16th NAM Summit that begins here tomorrow (Thursday).

During the meeting, the Indian Prime Minister assured Sheikh Hasina of signing the much-awaited Teesta Water sharing agreement with Bangladesh.

Dr. Singh told Sheikh Hasina that Indian Cabinet approved the much-awaited land boundary deal with Bangladesh which would be sent to the parliament for passage.

Sheikh Hasina thanked the Indian government for approval of the agreement in their cabinet.

The Indian Prime Minister also said process is underway to open four more border haats, including in Tripura and Mizoram. He said process is also underway to export additional 250 MW of electricity from Palatana Power Plant in Tripura to Bangladesh.

Sheikh Hasina thanked the Indian government for reducing the interest of US $ one billion Line of Credit (LoC) to one percent and also for converting $ 200 million out of the LoC into grants.

Mentioning the duty free access of Bangladeshi RMG products to Indian market, she said the volume of Bangladeshi garment exports has increased significantly due to the timely steps of the Indian government. Dr Singh highly appreciated Prime Minister Sheikh Hasina for her effective measures in curbing terrorism.

The two Prime Ministers agreed to work together for economic
development of the two neighboring countries.

They also laid emphasis on working together by all NAM countries for establishing peace in the world.

Sheikh Hasina expressed the hope that the Joint Working Group meeting in September in hydropower cooperation between Bangladesh, India and Bhutan would be a success.

"We hope to have another such meeting with Nepal and India in October," she added.

She called for strengthening regional connectivity in the greater interest of the region.

Foreign Minister Dr Dipu Moni, Foreign Secretary Mijarul Quayes, Bangladesh permanent representative to UN Dr AK Abdul Momen, Press Secretary to the Prime Minister Abul Kalam Azad and Bangladesh ambassador to Iran Khandakar Abdus Sattar were present.

Dhaka, Aug 29 (bdnews24.com)—Indian Prime Minister Manmohan Singh assured his Bangladeshi counterpart Sheikh Hasina on Wednesday in Tehran of signing the Teesta water-sharing deal and settling other thorny issues as soon as possible.

The heads of the two governments met at the Grand Azadi Hotel before the 16th NAM summit starting on Thursday, Foreign Secretary Mohamed Mijarul Quayes told bdnews24.com.

The Foreign Secretary termed the meeting positive and said, "The meeting went very well. The Indian Prime Minister assured Sheikh Hasina of signing the deal to share the waters of common river Teesta.

"The Indian Prime Minister told our Prime Minister that he will fulfil the commitments he made in the past few years."

"Manmohan Singh emphasised signing the deal with everyone's participation," he added.

Quoting the Indian Prime Minister, Secretary Quayes also said, "India wants to be a good development partner of Bangladesh."

He told Hasina that Bangladesh will not be subjected to any harm by the proposed Tipaimukh dam, Quayes said and added Hasina emphasised joint survey on the dam.

They also discussed import of power from India.

Hasina thanked the Indian government for reducing the interest of the $1 billion line of credit and turning $200 million of the loan into grant. She thanked India for granting the duty-free access of Bangladeshi products into its market.

Foreign Minister Dipu Moni, Ambassador-at-Large M Ziauddin and Bangladesh's Ambassador and Permanent Representative to the United Nations Dr A K Abdul Momen, among others, were present.
