Looks like a 2000 lbs free fall Bomb later attached with guidance kit, like JDAM but considering clear tip. It most likely has a cameras for pilot/ operator to make target adjustments.The weapon with blue casing certainly looks different from the standard LGBs in PAF inventory.

Are our F16s allowed to integerate any weapon we like?
Yes. It rests in the labs of Air Weapons Complex, Wah Cantt as we speak.Also was there any bomb (Spice) which remained unexploded in 26th Feb?
If no then How can exploded bombs be reverse engineered? Also do u guys think any technical reason why this weapon is not integerated on Mirage or Thunder?

Hmmm. I have heard that Babur Cruise Missile was actually reversed engineer when Tomahawks crashed in BalochistanWe have reverse engineered many weapons and systems in the past. Iranians are doing it everyday with downed US droned. It's not easy but it aint impossible.
Spice uses satellite images to memorise the target and then guides itself to that target once dropped. Spice has been used by Israel several times in Syria & Iraq and hence Pakistan may already have got some bombs long time back. But to use it, Pakistan needs extensive network of accurate satellite cameras.
Even India does not make Spice bombs as India does not find meaning in making Spice as it is difficult to be used during major wars. Spice is only good for limited warfare due to its accuracy. But during major war, it is hard to take satellite images of every target and hence Spice becomes ineffiicient.

What about RA'AD and Takbir?Pakistan already have Babur CM with similar capacity of picture matching.
We should consider that one cannot incorporate everything to F-16s without OEM. Another question comes to the mind if they will ever let us do so by our own? SAAB-2000 story is lot more than this one. We have our own version of Spice-2000; wouldn't be allowed onto F-16s or am I missing something here.
