Did people even read the news story?

Its local Jammu-Kashmir police most probably a muslim officer. Almost 60% of the J&K are muslims reflecting the demographics of the state.

The girl committed suicide because she probably felt humiliated by the officer calling her parents and felt disgraced or dishonored.

If the fault is there its on the police for calling up her father and making the incident of going on tea/coffee with some boy.

Now that can be debated but this has nothing to do with other HR violations that have happened in the past but seen a declining trend.
