HAL Gets 610 Acres Around Tumakuru For Light Copters

The state government has granted 610 acres to HAL in Tumakuru district for setting up units for the premier defence public sector undertaking's light utility helicopter, the naval multi-role helicopter and Indian multi-role helicopter. According to a gazette notification issued on November 6, HAL will invest Rs 4,000 crore and provide employment to 3,000 people. HAL has an estimated manufacturing capacity of 50 helicopters in a financial year.

HAL was established as Hindustan Aircraft in Bangalore in 1940 by Seth Walchand Hirachand to produce military aircraft for the Royal Indian Air Force. For the past 75 years, HAL has played a key role towards country's security measures. The PSU had approached the state government seeking allotment of 610 acre land near Tumakuru near Bidarehalla Kaval in Gubbi taluk to set up units to boost its helicopter manufacturing capacity.

Chief secretary Kaushik Mukherjee had several rounds of talks with the HAL officials and finally decided to allot the 610 acres of land under Karnataka land allotment rules, 1969.

The state government has charged Rs 1 lakh per acre before deciding to hand over the land to HAL. It has also asked HAL to give priority to local people for employment during the recruiting process.

Sources in government said that the unit would roll out its first helicopter in the next three years. One of the senior officers who attended the high-power meeting said that before the full-fledged work begins at the Tumakuru HAL unit, water would be drawn from Hemavathi canal for the initial stages, while subsequently a large tank would be constructed near the site itself for Hemavathi canal waters to be fed into it.

According to the officials, the project will be implemented in a phased manner.

HAL has decided to invest Rs 4,000 crore initially, and later, every year it will be investing Rs 2,000 crore. The unit will be manufacturing light helicopters for Indian Air Force, Indian Army and Indian Navy.

The existing Bengaluru units of HAL manufacture helicopters weighing around 5,800 kg. The Tumakuru units will manufacture helicopters weighing around 3,000 kg.

These light helicopters are considered suitable for surveillance, rescue operations and special operations that involve small teams of soldiers. Each of these will have a seating capacity of four-six persons.

Speaking to Bangalore Mirror, Gubbi tahsildar Siddappa said, "Already the deputy commissioner has ordered us to hand over the land to HAL. The process is completed. There are nine farmers who need to be compensated with alternative lands as their lands have been acquired for the project. From Monday, we will mark the boundaries for HAL's unit. Once the process is over, we will hand over the land to them."

"Bescom has been asked to shift the high-tension electric towers and the work would commence soon and HAL has agreed to pay the fees to the respective departments," he added.

HAL chopper manufacturing unit to come up in Tumakuru

Tumakuru: The state government wants the proposed HAL chopper manufacturing unit in Gubbi taluk here to take off as soon as possible. Chief Minister Siddaramaiah wrote to Defence Minister Manohar Parrikkar on May 22, claiming his government has been proactive and has allotted 610 acres of land at Bidarekatte Kaval in Gubbi. He wanted the foundation stone to be laid at the earliest.

On May 21, Karnataka additional chief secretary, K. Ratnaprabha had written to M Mohan Kumar, secretary, Ministry of Defence, explaining the steps taken by the government. The demarcation of land and installation of boundary stones has been done after a joint survey with HAL. An order has been issued for procurement of Hemavathy water from Kadaba tank.

Congress MP from Tumakuru S.P. Muddahanumegowda clarified that the project would not be shifted. He said he had held talks with HAL chairman T. Suvarna Raju adding that he may contact the Defence Minister seeking his presence for the foundation stone laying.

PM unveils plaque for foundation stone for new helicopter manufacturing unit of HAL in Tumkur district


The Prime Minister, Shri Narendra Modi, today unveiled a plaque for the foundation stone of a new helicopter manufacturing unit of Hindustan Aeronautics Limited in Tumkur district in Karnataka.

Speaking on the occasion, he said that the manufacturing unit coming up in Tumkur would not be an ordinary one, but one which would make the whole world take notice.

The Prime Minister recalled former Prime Minister Lal Bahadur Shastri’s famous slogan – “Jai Jawan, Jai Kisan.” He said that in the last fifty years, a lot of progress had been made in agriculture, and the country is now self-sufficient in food grains. He said the Indian Armed Forces were second to none, and now the time had come to ensure that the weapons and equipment they carried and used were also the best in the world. For this, he said, India needed to end dependence on imported weaponry, which is expensive and is not of the latest technology.

Shri Narendra Modi said the Union Government has decided to lay stress on manufacturing of defence equipment. He said the helicopters manufactured in Tumkur will serve soldiers stationed in remote locations.The Prime Minister said that the first helicopter built in this unit should take flight by 2018. He added that 4000 families will directly or indirectly get livelihood due to this factory. He recalled Dr. Babasaheb Ambedkar's vision for industrialisation in India, as a means to empower the poor and downtrodden, and said this manufacturing unit is also a step towards fulfilling that vision.

The Governor of Karnataka Shri Vajubhai Vala, the Chief Minister of Karnataka Shri Siddaramaiah, Union Ministers Shri Manohar Parrikar, Shri D.V. Sadananda Gowda, Shri Ananth Kumar, and Union Minister of State Shri G.M. Siddeshwara were present on the occasion.

Hindustan Aeronautics Limited (HAL) has planned to set up a greenfield helicopter production facility at Tumakuru near Bengaluru, Karnataka. So, far 54 industrial licenses (ILs) have been issues to Indian private companies for manufacture of aviation items such as aircrafts, Unmanned Aerial Vehicles (UAVs), lighter-than-air-vehicles, remotely piloted vehicles, parts and accessories for aircraft, air flights, airframes sets, landing gears and related equipment etc.

Defence Manufacturing Unit


Following manufacturing / overhaul projects of Hindustan Aeronautics Limited (HAL) are coming up in the country including Karnataka.

• The foundation stone of a green field helicopter manufacturing facility has been laid by Hon’ble Prime Minister on 3rd January, 2016. The facility will function as an independent Division of HAL at Biderehalla Kaval, Gubbi Taluk, Tumakuru District, Karnataka. The Karnataka Government has allocated 610 acres of land for the project. The new facility of Tumakuru would be self-contained for production and maintenance of LUHs, with future expansion for production of other Helicopters. The cost of project to cover initial setting up of the facilities is expected to be around 2000 Crores.
• Indo Russian Helicopter Pvt. Ltd. (IRHL) has been incorporated as Joint Venture (JV) cum subsidiary in May 2017 between HAL, Russian Helicopters and Rosoboronexport, with the objective to manufacture Ka-226T helicopters in India. The authorised capital of the JV is Rs.30 crores and paid up capital is Rs.10 crores. The JV has 50.5% shareholding by HAL, 42.5% by Russian Helicopters and 7% by Rosoboronexport. The facility for Ka-226T helicopters is proposed to be co-located at the helicopter manufacturing facilities coming up at Tumakuru.
• Helicopter Engines MRO Pvt. Ltd. has been incorporated as Joint Venture in August 2016 between HAL and Safran Helicopter Engines, France with an objective to provide complete maintenance support for the Shakti and TM3332B2 engines fitted on Advanced Light Helicopters (ALH) produced by HAL and operated by Defence Services. The authorised capital of the JV is Rs.50 crores. The JV has 50% shareholding by HAL and 50% by Safran Helicopter Engines. The JV has planned to set up its facilities at Goa.

For the first time, the Defence Ministry has appointed a transaction adviser and a legal adviser for procurement projects under the Strategic Partnership (SP) model, Apurva Chandra, Director, General Acquisition, said on Wednesday.

“For the first time in the Ministry, we have appointed a transaction adviser. SBI Caps [Capital Markets] has been appointed as the transaction adviser. A legal adviser has also been appointed. Their task is to work on the document for the Strategic Partnership,” Mr. Chandra said at a seminar organised by the Society of Indian Defence Manufacturers. He said that the first task for the advisers will be to work on the Expression of Interest for the Naval Utility Helicopters. Under the SP model, Indian private companies will get to tie up with global Original Equipment Manufacturers and build major defence platforms in India under technology transfer.

End of July, the Defence Acquisition Council (DAC) cleared the general implementation guidelines for SP model as well as project specific guidelines for NUH that would lay emphasis on transfer of technology and high absorption of indigenous content.
