I thought Haji Ali was now mostly followed by Hindu followers?
We have a Haji Ali Juice center in Dubai who says they operate within the vicinity of the shrine, completely Hindu.
I guess top level admin might still be with Muslims.
Even in Pakistan most visitors to these places are women (or at least it seems that way).
A blanket ban on women might have made sense. But Bori women are allowed.

Its an iconic place.
Most faiths have restrictions on women entering places of worship during their periods or touching religious things etc.
But a blanket ban is a bit much.
