Say what you want, but the fact is that the day after Saeed taunted the US and ridiculed it for announcing a bounty, the US issues a 'clarification' that they had no evidence against him and that the bounty itself was for 'evidence that could convict Saeed'.
It is the US that started this tamasha, not Saeed.
After the November, 2011 American attack on Pakistan there was a lot of discussion about the "New normal". It was theorized that Pakistan and America like to work at whatever is considered normal.
America will constantly like to test what the new normal is. It, in its mind has already established a point that is acceptable to it ,and this is usually far less than what it initially demands. If you forget to object to everything the US does, then that point becomes the normal.
The US started with the word bounty, then came out with the official ad calling for convictions, then came out with the clarification that Hafiz may freely roam for the time being as they have no objections.
Given this fact that we need to keep adjusting on our normals, we need to keep pushing for over the top solutions.
Pakistan CAN for example pass a shoot on sight order to its agencies when dealing with suspicion of a foreign spy.
Not knowing from whom they can be shot at, would send chills down their spines, US would raise a lot of hue n cry about how diplomats may come in the line of fire... A new normal would be identified and established.
The idea is to keep pushing.
