According to Sources close to idrw.org Klimov have offered to develop thrust vectoring nozzle (TVN) technology based on the universal KLITV (KLImov Thrust Vector) technology which can be customised for fitment on any jet engines.
Should reimagine the name of technology though...

Sources also informed that thrust vectoring nozzle (TVN) technology offered can be matted with engines of any OEM’s even if engines are from United states. India will commence development work on Homegrown 5th generation fighter aircraft project which as per IAF request will have thrust vectoring nozzle (TVN).

Whats if US fails to provide 110kN Thrust engine with TVC ? . Ej-200 can be equipped with TVC . GE has in house Research to develop TVC . Seems it is a Backup project which is great forward thinking cannot trust US , They are U-Turn Experts

Engine technology is super critical for our aeropsace tech whether US/Russuia or Europe. We can't depend on anybody. MoD start a national committee with ISRO+DRDO+CSIR_HAL+BEML+Private industries to form a company for engine development in Gas turbine and others. I think they can do it.

Whether its passenger plane, fighters, UCAV or UAV or even tank .. gas turbine is immensely important. We need a good 120 kN engine by 2020.
