wonderful step. We here in Pakistan could not stop ourselves from appreciating the step. WOnder if one day we could replicate it in Pakistan

Indeed we do have GST rather we are paying GST even when we shit.

I was commenting on unified rate. I am not good at economy related topics however, here in Pakistan we do not have a single standard rate. Though we are going to adopt it for next fiscal year or may be we had adopted it I do not know because I did not follow this years budget

After Reliance backed out of Ultra Mega Thermal Project in Tilayia,and decision on UM Thermal Project of same capacity in Deoghar is hanging in balance as nothing has happened on it for 2 years.Jharkhand was to have rights over 2000MW , but now its plane air.

We have a Thermal Plant in Patratu running at 20% capacity because NTPC has failed since decades to repair all the units, it's a JV between JSEB and NTPC , and when it produces less , we get a lesser share.

We have India's largest Uranium and 3rd largest Thorium reserves but Government of India will setup nuke plants where people don't want it , but not blink at once at Jharkhand. Shouldn't Jharkhand hold 10% of energy rights over every power station using Jharkhands Uranium and Thorium in future ?

Royalty is paid to the State for mining done from that State based on the quantum of mineral extracted. Jharkhand govt earns money from what coal is mined out of jharkhand.

Jharkhand Govt is also free to build its own power plants. Just like Gujarat Govt has so many of its own power plants.

Just like there are other States with other minerals who get the same and State's with ports owned by the Center who are paid commercial rates.

Also, just for your information, Kerala holds the maximum Thorium amongst all states in our country.

There are other states who have done exceedingly well despite having a hostile or non-caring Central Govt. An example is Gujarat and Tamil Nadu.

I am a resident of Delhi, today I face the results of my own action is choosing Kejriwal. He has initiated zero development works since the time we elected him. I cannot blame anyone else - like Central Govt. - for this. The results of no development works will start to show in another couple of years.

Till now each State was acting like its own country with different tax law requirements and tax rates. Now we will have a common market for the first time in history. The economies of scale generated would be humungous.

This was reported by all prominent newswires in Pakistan and its important was also discussed in our known current affairs programmes . I was interested in this development owing to the same reason that this is going to add up hugely to your economy.

Building own power plants ? Had it been so easy we would have been supplying thermal power to all of South Asia for 150 years non stop , but where does the money comes from ?

The Tribal base of population means a very small tax base.

And here comes in the demand of percentage share in electricity if Center is not willing to give us funds and waivers like they do in UP, WB and Bihar , its just that 14 legislative seats aren't too important compared to others.

Do read slowly , I did mention Jharkhand has 3rd largest reserves.

Our major portion goes down in maintaining roads and maintaining state police forces , we even pay for 4 Dhruvs/MI17s of IAF which are used in anti Naxal operations. Shouldn't this be done by Home Ministry.

We have got lots of exports to other states , but the tax collection..... Just for a fact , HEC built the launch pad and complex for ISROs 2nd launch complex , and the state government wasn't paid the taxes for taking it out by road .... its been years and the file must have been eaten up by termites by now.

3. Of course it can be , especially in case of Jharkhand , when we voted for BJP , we voted for Modi , we didn't voted for the non tribal who is our CM now. We were promised Electricity and special accommodations in Land Bill , nothing happened till now.

Past foolish actions of BJP in Jharkhand meant we never had a stable government till this time.


Gujarat and Tamil Nadu are not comparable here.
The resources here are so huge that 10 Years of generosity of what Bihar or WB gets from Center , will help us gain total economic independence from other states in India. Something which neither Maharastra or Gujarat or UP or TN can , even if they go through the development Japan did after WW2.

But despite having every thing , its ensured that my people make a living by selling stolen coals from our own mines....

An example would be how Gujarat attracted Tata plant after the fiasco in West Bengal. Jharkhand has consistently voted in idiots like that Marandi and all who have done nothing but loot for all the years since JH was formed. How is it anyone else's fault ?

You are focused on tribal/non tribal crap by mentioning you didnt vote for the non-tribal CM you have. It is this same mentality that holds you back.

All you are giving are excuses for non-performance.

When other states have built their own power plants from Gujarat to Delhi to Tamil Nadu...why cannot Jharkhand? A thermal power plant doesn't cost more than 2000 crores spread out over a decade. There are a hundred ways your govt can raise that amount just like others have.

Examples range from levying a cess for it to collaborating with the pvt sector such that the state only gives its land, and the private party raises the capital....to asking for low cost development funds from Japan(JICA) to world bank. Examples abound. You only have to look at what other state's have done to get ideas.

The only thing lacking is vision in Jharkhand. The central govt has not waived debt of west bengal despite them asking for the last 5 years. If debt of one state is wiped off, other's will ask for the same too.

I have given you examples of what can be done. You can in return give me a hundred excuses why things are not possible, the only thing I will say is...successful state's don't give excuses, they get things done.

Don't blame Central govt or any one else for the bad condition of Jharkhand. Its your (citizens) fault and your leaders fault.

Jharkhand has always voted for BJP with a Tribal , its always been ignorance of BJP at the state level that leaders broke away from ,and formed their own parties , even today you will be able to trace back 80% of all MLAs from ex-BJP club here. A tribal here is important as outsiders have time and again failed , and you are hearing this from a non Tribal , there is no similarity between the Caste Based politics elsewhere and the issue of Tribals here , its just that our experience has taught us against going for out siders ( People who are 1st and 2nd generation of their families settling here. )


Coming to the money part , the last time a delegation of civil servants , lawyers , traders from Chaibasa met the present CM for electricity , his only words were what he has repeated every time , " I would seek the help of PM ".

Now that it's a BJP government at state and centre what's stopping them from forgiving the debts of State Electricity board ? They are sending " Economic Packages " to Bihar and WB repeatedly , what's stopping them to do the same for Jharkhand once ? Its our 14 seats compared to what Bihar and WB sends .

My states budget is around 63,000crore ,majority of which goes for Agriculture , Animal Husbandry , Fisheries( we are now 100% self dependent here form 97% dependence on WB under 7 years ) ,and a very big chunk for women and education and allied schemes.

After repaying the debts and police and security bills , 450 Crore rupees are left for Mining and Welfare related schemes of People involved in mining. And for past some years majority of the share has went for improving working conditions in Mica mines .

And 1 UMPP costs 1 lakh crore rupees , a person weak in maths will too figure out that even if we use all the budget for mining , it will take us 200 Years to establish 1 UMPP.

Coming to another issue , land acquisition here is not same as else where , we have a law restraining any power to acquire a land held by a person living in Jharkhand from before ~1920s against his wishes.

The present government had spent a lot on acquiring lands for numerous power plant projects which are now no where to be found.

It requires years of work from the state government to acquire lands , and in this scenario no foreign investor will come , we had an exception when Soviets established BSL and Czechs the HEC.

In absence of central help similar to what it does for UP , WB and Bihar , I don't see any solution , untill we vote a non BJP government next time which will not take orders from center.

I think we should not compare Jharkhand with Gujarat or even with WB. Bengal had a excellent infrastructure left by the British, and to this day with Kolkata even spent time as India's capital its not super duper industrialised state. Jharkhand is a new state, that needed to be helped. Agreed, we are responsible for our own state governance.

But what infrastructure does Jharkhand has? Power Grid, Railways, National Highways are limited to routes carrying ores. What about development? If NH, Railways are built in places, where there will be growth, Jharkhand can make itself look better. It has been ignored by both State and Central governments.

Having coal power plants near mines is the ideal way to generate power. What stops Centre in establishing its power plants? Secondly, it has a majority tribal population living in forest. Its not an easy task asking them to vacate their homes where they had lived for 1000 of years. Add to that Naxal problems. Jharkhand, Chattisgarh is a delicate state.

Even if Centre cannot help financially it should give its experts on development of state. If it requires to baby feed, then baby feed them for 5-10 years I say. If states like UP, WB, Bihar are treated better then why shouldnt Jharkhand be?

See, I don't disagree at all that Center should help JH. I have seen the level of poverty there, it will hurt any sensible person with a conscience.

However, what I donot like is that any state should blame Center for non-development. We have States with massive budgets. We elect our own representatives (of any party). There is a reason why we have that instead of a unitary state.

If Bihar is a shithole, it is because of those the people of Bihar elected, not the Central Govt. I did not go and vote in Lalu in Bihar. Neither did the Bengalis vote for Lalu. It is the people of Bihar.

Similarly, if W. Bengal had Commies for 30 years, its their own goddamn choice. Today Bengal has a massive debt the likes of which no other state of India has....Who is to blame? f*ck those who blame the Center.

My state has voted for Kejriwal. I take onus for the fact that in the last 2 years not a single new infrastructural work has been undertaken.

Ankit, if you feel BJP leaders of your state are not upto the job..then by all means kick them on their a$$es. The reason we have state leaders is so that we elect the best ones for development. But if you vote for people like Marandi and lot and then complain, sorry ...take responsibility for your vote.

Back in 90s when my grand father used to work in Ranchi , he was part of one incident.It so happened that a leader from INC was visiting a village for elections and campaigns, it so happened that most of the people there were tribals who didn't had documents to make them eligible to vote , so the police took each one of them and then locked them in their own house untill the leader had left.

And this is one such incident , years and years of similar things have meant that people fear about an outsider , its like giving up whole sacrifices we made for the separate state hood.

And untill more and more people get into politics here , people will continue to vote for their own kind , irrelevant of his party or his promises or anything else....

jharkhand is one of the most neglected states of india . everybody talks about up ,bihar. and special pakages are announced for them , when was the last time we heard a special pakage for jharkhand ? ,then skip jharkhand and talk about west bengal , north east.i dont ever see jharkhand in mainstream media .
yes we have been unfortunate that we got shit chief ministers in past . when i pass from near the house of our prevous cm arjun munda (its his original house ,which he renovated into some 5 star hotel like building), its really disgusting .,there are so many potholes in front of his house in the road and the road leading upto the area where his house is has no streetlights and the road is barely 1 and half lane wide :frown: and his house has some 10 air conditioners :mad:.he did so many thinks for his house but couldnt even put street lights in that street for the benefit of the local people.
but our present chief minister raghuvar das is doing a good job:-), he is doing road widening projects ,enchroachment clearing and focussing on infrastructure . he is also inviting IT companies to come and set up IT parks in ranchi . at last after so many years we got a cm who is ready to work .
