GSL figures in Russia’s scheme of things for tech transfer

PANJIM: The Russian government has said it is open to naval technology transfer to Goa Shipyard Limited (GSL), one of India’s leading warship manufacturing yard, located in Goa.
Russia-based M/s Morinformsystem-Agat, the firm which has inked pacts with the Indian Navy on transfer of technology, feels GSL is on their radar for future projects along with other state-owned yards such as Hindustan Shipyard (Visakhapatnam) and Mcnally Bharat Engineering Co Limited (Kolkata).
“It is one of India’s leading shipyards and we consider it in high esteem. We are open to any kind of cooperation with GSL,” said Maria Vorobieva, spokesperson (press-secretary) for the company.
She said that the company’s partnership with India is not only restricted to supplying weapons but also cooperating to develop new arms and equipment with technology and development transfer.
About GSL, she commented, “We understand that at present majority of the Indian Navy surface ships and submarines are equipped with our products. Today it’s not only Russia-produced ships, but also those manufactured in India like the Shivalik and Talwar class frigates, Delhi and Kolkata class destroyers, Kilo class diesel-electric submarines and, naturally, Chakra class nuclear submarine.” Vorobieva added that they believe such expertise would be interesting and useful for GSL. The company recently held preliminary talks with the GSL in this regard.
M/s Agat has interestingly expressed its willingness to step further to intensify its bilateral relations exclusively with Indian partners due to the traditionally good and trusted relations between both the nations in the defence sector.
Besides this, she said, it was extremely important to envisage ways of using soaring Indian potential in design and engineering to jointly develop products and sell them to third countries.
The defence firm officials were in India to sign memorandum of understanding with the Indian Navy aiming to expand India’s global presence on the new Combat Management Systems and radars.

“We are witnessing a fundamental change in the approach of the Indian government and its navy authorities towards equipping combat ships. The needs of India have changed with its ability to absorb technology,” she commented while also speaking about India’s eagerness to become a powerful nation. “India wants to acquire and install the latest equipment, but, more importantly, it wants to adopt the technology and access engineering solutions and design development. At this stage Agat can offer quite a few technical solutions as well as cooperation patterns.” The firm has said the Indian Navy is a ‘special customer and friend’. “The potential of the Indian defence industry, especially its IT specialists, is great and keeps growing with every passing year. On the other hand, the nature of the strategic partnership between our countries permits us to share with our Indian partners the state-of-the-art design and solutions,” Vorobieva added.
