Should have been done in 1960s. Iran did this. It integrated it's Balochistan back in 1960s by launching massive road, housing, education etc projects combined with huge military operation. The result is Iran's Balochistan despite being Sunni majority [we all know the Shia/Sunni friction] and minorty Baloch in a majority Farsi speaking county is faer more placid, peaceful than Pakistan's Balochistan.

And before anybody mentions 'India' it's not like Iran does not have enemies that despise it like ehh USA, Israel etc that have far more ability to cause damage via CIA/Mossad then India can dream of. So how come these 'hidden hands' have not torn Iranian Balochistan int a mess?

Reason. The Iranian state heavily invested in development and security way back in 1960s whereas Pak Balochistan is pretty much like it was 100 years ago. Until recently most of it had barely any policing and what there was made of local chappel wearing Levies. In fact the Pakistan state had for most of it's history left Balochistan in the hands of local tribal heads.
Whats done is done, one can only move forward or remain entangled with who did what and who didnt do for ages. Iran doesnt have kashmir issue since its independence, neither a part of land like East Pakistan thousands of kms way apart from other things, so there was different point of views always. The recruitment of balochis in military, CPEC, Gwadar, the fence, modernisation of paramilitary etc is on going. Politics of local sardars and feudal system is another story.

Best thing Pakistan can do is help develop Balochistan then there will be no one to join their militancy.
This is in process. Militancy is another factor which has affected modernisation of Baluchistan. In many areas literally ruled by Sardars, the writ of Government is not exercised. Its not the equipment of police, the Sardars don't want to accept GOP laws and Police system. Just like FATA tribal mess has been cleaned up, now its Baluchistan's turn.
 
Hope the army clears it up. Always wanted to visit Ziarat but always had second thoughts because of the security situation.

Do not want to change topic but Iran did not create any group in Palestine. Or even Lebanon. Most of their modern groups formed in Iraq/Syria post 2003 era.

Sir Sardars though problematic still can be controlled by diplomacy, material benefits, pressure tactics on one side meanwhile on other side economic/educational eactivities should be solely handled by Baluch/Pashtun ethnicity people then if any of person involved in such projects is targeted it shall be negative point for terrorists. On other side drastic steps should be taken to consolidate position with Iran, considering resources limitations and terrain the movement of terrorists from Pak Iran border cannot be stopped totally, we should exert all efforts to resolve matters secretly with Iran as they are also facing hard time in Sistan province no matter what they claim.
