Govt to support Saarc satellite

The government will support India's move to launch a 'Saarc Satellite' provided that it would not affect the business and operational frequency of Bangabandhu satellite.

From the onset, Bangladesh was with this initiative, but the local authority has some concerns, said Tarana Halim, state minister for telecom, before leaving for Barcelona to attend the World Mobile Congress.

To resolve the confusion, a specialised committee was formed, which has already given the green light.

The committee held several meetings with experts on the possibility of overlapping frequencies between the two satellites, and came to the decision.

The telecom division has forwarded the proposal to Prime Minister Sheikh Hasina for the final approval.

“We are positive about the Saarc satellite, but at the same time, we need to ensure our own satellite's business as well,” Tarana said.

The government has already taken steps to form a company to run the commercial issues of the Bangabandhu satellite, which will be in orbit before the Saarc satellite.

The Bangabandhu satellite will be launched by December 2017 at a cost of Tk 2,967 crore. French company Thales Alenia Space has already started its process to design the satellite, which will have a lifetime of 15 years.

“If the PM approves the matter, we will then give the official consent to India. We have nothing to worry about. Rather, we can see some positive things from that satellite,” Tarana added. Scheduled to be launched in December from Sriharikota, India, the Saarc satellite will be funded, built, launched and controlled by India. The satellite's lifetime will be of 12 years.

At the Saarc summit in Kathmandu in 2014, Indian Prime Minister Narendra Modi urged member countries to join the Saarc communication satellite initiative.

Later, the Indian high commissions sent letters to the Saarc countries, asking everyone to support the common satellite. “This initiative from India is voluntary in nature and the Saarc countries are free to join this initiative,” said the satellite's concept paper.

The Saarc countries will be able to use the satellite for education, health and emergency communication, it added.

The Indian Space Research Organisation also arranged different meetings with member countries to finalise the modalities to develop such a satellite exclusively for regional grouping, but it is yet to be done.

India is yet to apply to the International Telecommunication Union for an orbital slot, as the member countries have not given their approvals.

Meanwhile, a senior official of the telecom division said although the two slots are far from each other, there could be a conflict on the issue of landing rights and frequency coordination.

The Bangabandhu satellite will have a capacity of 40 transponders -- one transponder is equivalent to 36 MHz. It has the ability to cover areas from Indonesia and the Philippines to Turkmenistan, Kyrgyzstan and Tajikistan.

The Saarc satellite will have a capacity of 12 transponders, with the ability to cover the Saarc region only, according to the concept paper.

Welcome on board Bangladesh.

It's a good initiative by India no doubt but I think the satellite won't serve Bangladesh that much because by the time it will be launched, Bangabandhu satellite will already be in the orbit with a capacity of almost four times of its transponders. May be India should invite Myanmar as well, as they don't have any satellites of their own.

Not sure about the demand in Bangladesh but soon 500 transponders will soon not be enough for India and we are launching 48 per satellite in the GSAT series to replace foreign providers which are going offline soon.

So it will be good for SAARC to have some additional capacity wherever it comes from especially for local comms use. We all know how addicted Bengali housewives are to Indian shows :P.

As far as I know, the 40 transponders will be more than enough for us because the govt. is also planning to lease the additional capacity to the neighboring countries. Besides, I think by the time the demand crosses the capacity, we will have few more satellites in the orbit.

Well it will be a buffer for some months till it comes online and also afterwards will be more useful for the smaller countries of SAARC.

Well, good luck for the launch but I think it will take more time because India hasn't even applied for the orbital slot and it takes huge time to get such approvals.

India will simply submit the frequencies to the ITU approved by which countries in SAARC responded by a time it knows is reasonable for a december launch date from prior history of filing with the ITU numerous times. In the small chance there is an issue with this, there are already ISRO owned slots which India can co-locate if required and arrange the frequencies as needed.

AFAIK the filing process has already commenced when Sri Lanka approved their partnership. Other countries basically have some more time to partner up till everything gets frozen design/logistics/filing wise.

Can you confirm this with a source? Also, do you think ISRO will give up its slot for a satellite that will be used by other countries?

We prefer chinese camp too much de trust. OK i will not try to be negative it is a good intiative but honestly India Pak they will never have peace world is becoming Bi polar once again .India US Japan Aust siding together where as CHina Pak ,Russia are at one side .It seems smaller nations will run for camps but chances for big players is zero to nun

ISRO wont give up any slot. It will be an existing ISRO slot occupied by an ISRO satellite....which will continue or be retired much after SAARC satellite is parked near it as well (at least one beamwidth away) and will remain an ISRO slot.

ISRO has had prior experience with co-location of the INSAT-2 series and others:

This will be really a last case scenario only. I'm pretty sure there will be no issue with the ITU issuing a dedicated slot soon.

Its Pakistan choice, No one is forcing anyway even if you join the initiative it doesn't mean you cant be part of Chinese camp or other camp.

Hope India goes ahead even if some countries refuse to join.
