Govt to build 1.28cr skilled workforce by 2030

DHAKA: The government is mulling to build some 1.28 crore skilled workforce to attain the Sustainable Development Goals (SDGs) as well as materializing the desired goal of turning Bangladesh into a prosperous and developed country.

To materialize this goal, the Ministry of Education would sent some 1,731 teachers and officials to Singapore and China in 2019 for taking training, said a senior government official.

Additional Secretary to the Technical and Madrasa Education Division AKM Zakir Hossain told BSS that till last year, the government had sent some 1,564 teachers to Singapore, Australia, the Philippines, China and India to receive training to meet the local demand alongside developing the technical and vocational education.

The government is implementing the programme to develop the technical and vocational education with financial support from the World Bank in line with the 7th Five Year Plan.

Zakir Hossain said it is a big challenge before the country to build some 128 million workforce as skilled labour force to keep up the momentum of the country’s LDC graduation and thus vie for attaining the higher middle income country status.

“To face this challenge, the government has taken various initiatives to build skilled work force for the sake of the country and the nation as well as prioritizing on the labour market in future,” Zakir said adding that there is no alternative to technical and innovative education to build a prosperous Bangladesh.

General Secretary of the Institution of Diploma Engineers, Bangladesh (IDEB) Shamsur Rahman told BSS that it would not be possible to attain the SDGs if around 20 percent technical education is not ensured by 2020 while some 30 percent technical education by 2030.

“The private entrepreneurs have to come forward in this regard alongside the government. There are some 700 technical training institutions, both from the public and private sectors, in the country and government assistance is needed to ensure training for the teachers of these institutions both at home and abroad,” he added.

Nothing substantive has been done so far to create a trained group of manpower, and I do not expect anything to happen in the future. I am not one to believe what the news reports say. People of BD are talk-only and they like to spread gossip.

I wonder, why the Govt. does not hire experts on loan to BD by paying them high salaries. They will teach here those who would become teachers in the future. As usual, the Shonar Bangla talents are putting carts before the horse.

On a more serious note, although Japanese and Korean development was Keiretsu and Chaebol based, that of Taiwan followed Germany's Mittelstand model, kind of.

The latter was based on apprenticeship learned in small and medium capital businesses, producing highly specialized goods that was marketed heavily.

Taiwan's success was legendary in making industrial machinery of all sorts, before China came along. True, largely copies of Western machines, but the small and medium sized business was the driving force in Taiwan, with vocational education promoted by govt. a strong component. Nowadays their cup-of-tea is being middlemen of Chinese products, but for how long?

I hope Bangladesh guys are planning on something like this - but the organization and expertise leaves a lot to be desired of course.

Well in Indonesia most madrasa students is being trained at technical skill needed for daily life, such as farming, raising fish and chicken, made fertilizer, computer skills, technical skills beside learning formal education curriculum since morning to day and most learning religious teaching since noon.

Perhaps, Indonesian system is better than what BD has now. However, I am skeptical of the news that the govt will actually train 12.3 million people. I wonder what the govt people has been doing so far. So, the govt duty is finished once this kind of news is published. BD is full of talk only people. This is why it remains an undeveloped
LDC so far with no shame.

Thanks, makes sense. I just find it weird Madrasa needs to be in a separate title for a ministry division...I mean they are schools too right? But many countries probably split this way too....I'm sure India does it big time too.

Well here, most parents need to be convinced about their children wellbeing including their future and set skills needed to joint the society, after all they spent millions or dozens millions rupiah (hundreds to thousands US dollar) equivalent of tuition fees every months.

BD govt really need not do that much. Continue to ensure participation of girls in education and in two generation you will have an educated and skilled workforce. By hook or by crook an educated women will ensure her children are able to stand on their feet.

But on a general term BD absolutely need to concentrate on vocational and technical educational institutes.

You are 100% correct in suggesting giving education to the girls. This has already been happening since Begum Zia came to power in 1991. An educated mother will surely educate their children. But, technical, vocational education should be dealt in a different way.
