They will transform ridings in such a way that PTI could win fewer seats despite bigger vote bank, and vice versa, they win more seats with fewer votes.

e.g. I'd guess:
Any 2 ridings where PTI won 2 seats, merge them into one.(?)
Vice versa, where PMLN, PPP won, split that riding into two.(?)
Also manipulate population stats (via new census) to achieve the above.(?)

Last census Karachi’s population was officially recorded 1.5m whereas Lahore I believe was 1.2M lol. We all know KHI is more like 2.2+M Karachi should have had at least 40 NA seats.
