The division was based on religious grounds. But few years later, when East Pakistan won the election and Punjabi's of west Pakistan couldn't take it, they started an ethnic violence in east Pakistan which resulted in creation of Bangladesh with help from India.
So, then the division became based on linguistic and ethnicity based. Hence you can call it both based on religion and ethnicity.

At the time Pakistan's military and civil services were dominated by the Punjabi's. Only one regiment in the Pakistani Army was Bengali.You were doing so well and they your prejudice...anti Punjabi nonsense in 2nd paragraph came out.
