Perth has a culture rating of almost 90!?!??!

Where is all this culture hiding? If you dont either:

a) Work
b) Study

You have no life in this city.

Melbourne however deserves its #1 ranking.

This poll is irrelevent. In the end Vancouver has much more international prestige than melbourne or bienna.

I'd disagree on the Vienna part. For one, i think more international organizations (IAEA, OPEC,OSCE...) are based in Vienna then Vancouver.

The typical aussie in the UK is the backpacker spending his/her gap year, not really a migrant as such.

Hardly. Vienna has a great history, far better than VC which is a relative newcomer.
Vienna is also a capital and so probably has more hq's, embassies etc.

Besides this isn't about prestige, otherwise the likes of NY and London would be at the top.
