Geranium artillery allows Russia to circumvent ITAR treaty

At the time the ITAR treaty was signed, tactical missile artillery cannot exceed 500 km range. As a result, Iskander and ATACMS are limited to less than 500 km. However, at the time, there was no such thing as drone artillery. So, Geranium which has a range of more than 1000 km is not restricted by the outdated ITAR treaty.
