Sarath Chand is the VCOAS, his observation and statement is more important than any other person in India, regarding military industrial complex, whole book, military inc.(Ayesha Siddiqa) is written about the prowess of Pak military industrial complex( some negative connotations here as well), but that adds to the strength here.
There is no dozen industries which are comparable to India. It's nothing bad, provided you are still having troubles like India but worse (such as HDI, literacy and unemployment) wrt India.
