The Kingdom of Libya, from 1951 to 1969, was marked by a feudal regime, where Libya had a low literacy rate of 10%, a low life expectancy of 57 years, and 40% of the population lived in shanties, tents, or caves.[1] The history of Libya under Muammar al-Gaddafi, from 1969 to 2011, was marked by a new regime called jamahiriya ("state of the masses"), a direct democracy political system established by Muammar Gaddafi in 1977.[2] Gaddafi officially stepped down from power in 1977, but continued to hold a symbolic role within the country's governance until 2011.[3][4]
Under Gaddafi's jamahiriya regime, the country's literacy rate rose to 90%, life expectancy rose to 77 years, equal rights were established for women and black people, employment opportunities were established for migrant workers, and welfare systems were introduced that allowed access to free education, free healthcare, and financial assistance for housing. The Great Manmade River was also built to allow free access to fresh water across large parts of the country.[1] In addition, financial support was provided for university scholarships and employment programs,[5] while the nation as a whole was largely debt-free.[6] As a result, Libya's Human Development Index in 2010 was the highest in Africa and greater than that of Saudi Arabia.[1] However, the country had been accused by the United States of having a poor human rights record, according to both the U.S. Department of State's report for 2004 and the Freedom House index of 2005.[7]

Gadaffi did support many mercenaries and terrorist groups and torture was used as an act of state policy , however , libyans benefitted a lot during his reign. If the wikipedia facts are true , then it is surprising how the rebels had so much public support.
It's mainly because the Libyan civil war is largely a tribal war, with the dark-skinned Libyans, aka. the blacks, on the side of Gaddafi. Before Gaddafi came to power, the blacks were 2nd class citizens and discriminated against. So, when the war broke out, they sided with Gaddafi. Instead of being viewed as pro-Gaddafi tribes, instead the "blacks" are described as foreign black mercenaries from poor parts of Africa, instead of what they actually are, which is black Libyans. Libyan blacks are being murdered on a mass scale as we speak.interesting point but the mind boggles.
