The situation was so fuked up, people used didn't have paper in govt offices.
Yah defence wise (but Nehru put a good sock into it), but given population I am talking about overall industry + manufacturing base which really needs good policy frameworks from the govt (and unhindered credit and private sector unleashing) rather than over-socialist theory, owning all means of production (and finance) and tinkering with that as a govt. Like having a small gardening spot on a huge unkempt backyard that you just let fester. It was a huge problem all over region combined with the bad gardening tools (institutions) that atrophied a whole lot and kept their british raj stasis (rather than turning into enabling). Govt for sake of govt is bad idea always (good for limiting and controlling economic size, which is why its good for colonial mindset). Thankfully the concept is changing now, but it seemed we needed all that failure first when we could have responded a lot quicker to it as it got disproven.....but thats politics I guess.
