According my analysis the strategy the enemy employing to spread unrest in Pakistan goes something like this.
Enemy is working in two teams, one earning you sympathies (TEAM A) by becoming you adviser and second working secretly against you (TEAM B). The TEAM B will always be kept ahead of TEAM A to influence the results.

1. First TEAM A will arrive to earn you sympathies to work for you good.
2. In the mean while TEAM B will recruits anti social elements drug mafia, criminals, terrorists ... and start training them with their "aids".
3. TEAM B will use their recruits to achieve desired "goals". And TEAM A will use those "goals" to build their research base and will keep recording YOUR actions to fight against recruits so that TEAM B can formulate better strategy for their recruits to fight YOU.
4. Once TEAM B has achieved its goals the TEAM A will advise YOU to take action against recruits of TEAM B.
5. TEAM B will ask their selected top recruits to secrifise some of its least effective recruits to YOU. This way TEAM A will earn YOUR confidence.
6. TEAM A has left with hard earned friendship and confidence from YOU.
7. TEAM B has left with well trained and well equipped recruits to work for them with least supervision and most effectiveness against YOU.
8. YOU are left with a DAJJAL/Disillusion in your eyes.

The enemy used almost every Public office and Private organization to exploit their weaknesses first to benefit their agents/recruits and later to use the same documented exaggerated and engineered mall/corrupt practices to sell to the rest of the world that Pakistan is not favorable place for doing the business/Investment, which is the much needed for job creation and prosperity of the people. As the head of the enemy state himself has admitted recently that they are present in the country for last 16 years under some sort of secret agreement with the Govt. So YOUR Govt can't deny this prove of mall/corrupt practices the enemy has engineered with the help of their local recruits. Hence enemy has trapped YOU from quite a few sides.

TEAM A has left with hard earned friendship and confidence from YOU.

The enemy used almost every Public office and Private organization to exploit their weaknesses first to benefit their agents/recruits and later to use the same documented exaggerated and engineered mall/corrupt practices to sell to the rest of the world that the Pakistan is not the favorable place for doing the business/Investment, which is the much needed for job creation and prosperity of the people.
