Judging from the recent photos posted on the net, the latest batch of Y-8C ordered by the PLAAF. Both the 4th and the 13th Air-Transport Divisions are getting a boost in numbers.

If by that you mean are they China's primary transport planes, then yes. Capabilities wise, it's nowhere close to the C-130's.

Yea, but China is indeed trying to build a C-130 class transporter in the Y-9. I think I just saw some photos of a prototype yesterday or something.
