But in the end of day, Vietnam can buy some insensitive weapons from India and US, even Russia as long as Vietnam wallet is deep.
Vietnam even got some sensitive weapons like sub with land attack missiles from Russia.

It definitely hurt relationship, but buying weapon can not make Vietnam strong enough to counter China, some trouble indeed though.

Its just for the namesake for the r&d money.

For a premium, India gets the right to include a 'Brah' in in the name of the missle, plus assembling them in India.
