Four maoists, including a woman, were killed Sunday in an encounter with security forces in district, around 350 kilometers from here, police said.

The gunfight took place at around 2:30 pm in the village forest when a team of the District Reserve Guard (DRG) was out on an anti-Maoist operation, Superintendent of Police told PTI.

The ultras fled the spot and entered the dense forest after a brief exchange of fire, he said.

The bodies of four maoists and weapons were found at the spot, the SP said.

The combing operation is underway in the area, he added.

A first-time concerted crackdown has been launched against “overground” Maoist supporters in various states and about 500 such people have been apprehended by the security forces alone over the last one year, the chief of country’s lead anti-Maoist operations force, the CRPF, has said.


CRPF Director General R.R. Bhatnagar told PTI in an interview that this fresh action is being undertaken by them in coordination with State police forces with an aim to deny ‘space’ to the Left Wing Extremists and to counter them beyond the field operations.

The Central Reserve Police Force (CRPF) has deployed close to a lakh armed personnel and a heavy assortment of weapons and gadgets to tackle the Left Wing Extremism (LWE) in various states of the country.

“We are now going to the villages and we are trying to see that action is taken against their (Maoists) overground supporters and workers, ‘han militia’ and other people who give them the intelligence and local support.

“We are working with the local police and we are seeing that all the people who have been identified, either ‘Han militia’ or are wanted in different cases, they are rounded up (by the police). More than 500 people with the help of our forces have been taken into custody in the last one year. We are trying to see that their (maoist) overall support is also reduced,” the DG told the news agency.

A senior official heading a special combat unit later informed that all those people who have been found to have helped the maoist cadres in planning, aiding and executing an attack on security forces are the ones who are on their radar primarily and such persons are being tracked and apprehended or arrested as part of this new strategy to counter the LWE challenge.

‘160 Maoists have been neutralised’

Mr. Bhatnagar, a 1983-batch Indian Police Service officer of Uttar Pradesh cadre, said the paramilitary force is gradually increasing its footprints into the core maoist areas and has opened at least 15 new camps in the highly impenetrable and inhospitable jungles and terrain which shares borders.

“If you were to look at figures this year, 160 Naxals have been neutralised in various states and the number of incidents (anti-Maoist operations) are maximum in border areas ,” he said.

The CRPF boss said he has taken some major policy decisions to better orient his combat units for success in operations without suffering major reverses.

“What we have also done is hardened our defences. We have also placed emphasis that it is not only only the special forces like the CoBRA (specialised jungle warfare unit of CRPF) who have to be competent but also the GD (general duty) battalion troops who need to be properly trained as they are in the highest numbers by way of deployment and they are facing the maximum attrition,” Mr. Bhatnagar said.

The officer took charge of the force in April last year in the backdrop of two major ambushes ithat claimed the lives of 37 CRPF men.

Strengthening of regular battalions

The regular battalions of the CRPF are the ones, he said, who go out every day in the same area where the threat is severe.

They actually are facing more threats than the special forces who largely go out for focussed operations and hence it has been decided to make the regular units stronger, the DG said.

“We have focussed to make our general duty battalion component very strong. We have infused the concept of young platoons, boys who are fit and well-trained and able to counter. We have also introduced a lot of young element in the maoist theatre and in bengal region we have recently introduced about 5,000 new young recruits after their training,” the officer said.

The DG said as a result of undertaking these policy and operational changes, this year during three or four severe attempts of ambush by Maoist, the force has been able to successfully “break” the killing ring without suffering any casualty and they affected injury to the attacking party.

“That has got the salutary effect for the forces,” he said.

This year, the DG said emphatically, the CRPF operations and the boys are now much more confident, much more stronger and our area domination is better.

“We are also introducing a lot of new technology in terms of IED (improvised explosive device) detection and UAV (unmanned aerial vehicle) coverage, night vision devices, static surveillance like PTZ (pan, tilt and zoom) cameras not only for camp security but also for keeping a watch on the roads.

“We have tried to deny the maoists the space to operate by deploying all these measures,” he said.

‘Naxal movement reduced’
No doubt, the DG said, the area and the number of districts in the control of the Maoists has reduced and there has been a 40 per cent decline in LWE violence incidents over a period of the last few years.

“West Bengal is almost clear except some areas on the border, Tripura has got a lot of success and now maoist activity is restricted there close to the border.

“Today, the main movement (of the maoist) is restricted to certain areas, primarily Manipur south region and also the cut-off area in Mizoram which is the Manipur-Mizoram border and certain parts of Nagaland,” the DG said.

25th Conference of DsGP/IsGP and Heads of Central Police Organisations (CPOs) of NE region begins in Itanagar

The Union Minister of State for Home Affairs, Shri Kiren Rijiju has stressed the importance of seamless Coordination and Intelligence sharing among the Security Forces in North Eastern States to ensure security of the region. He was addressing the delegates at the 25th Conference of DsGP/IsGP and Heads of Central Police Organisations (CPOs) of the North-Eastern Region in Itanagar today. While complimenting the forces for successfully handling the complex issues over the years leading to improved security scenario in the region, Shri Rijiju said that security issues and policing in North Eastern States are unique and challenging because the whole region is bordered by neighbouring countries.

He said due to its geographical situation and exposure to International Border, the region has to deal with not only internal but external issues also. Shri Rijiju lauded the role played by State Police of North Eastern States and the consistent support by Central Police Forces for maintaining law and order situation in the region. The Minister emphasised Coordination, Cooperation and flawless Intelligence sharing are crucial aspects for security. He said security situation in the North Eastern states has improved significantly in last four and half years and the level of violence and causality figures in the region have come down by more than 50 percent.

Further he said the Assam Rifles Academy at Diphu (Karbi Anglong district, Assam) has been identified for specialised training of North East police in counter-insurgency operations and NIA has been conducting training modules for North East police for investigation of terror related cases.

In his inaugural address, Chief Minister of Arunachal Pradesh, Shri Pema Khandu urged the police chiefs to take steps to ensure regular informal talks among senior police officers of inter-State border districts to deal with the concerns of people of border areas.

Director General of Police, Arunachal Pradesh Shri SBK Singh and Additional Director, Intelligence Bureau Shri AK Mishra also spoke on this occasion.

The two-day conference of Police and Intelligence officers is being attended by DsGP and senior police officers from North East States, senior officers from Central Police Organisations and Intelligence Bureau. The West Bengal Police Department is also taking part in the conference.

Three held for trying to exploit feelings of victimisation over NRC exclusion

The police in Assam have arrested more alleged members of the militant outfit, believed to have been planning to launch a disruptive “start-up” in the State.

On Monday, the police in central Assam’s Nagaon and adjoining Hojai districts, arrested three men. Sleuths, police said, had been keeping a watch on the trio after inputs that they had assisted enemy nation operative during his visit to the State in August.

Enemy nation operative hailing from Jamunamukh in the Hojai district, was arrested last week from Kanpur in Uttar Pradesh. Four of his associates, including one from Meghalaya, had been arrested till Sunday.

Cashing in
The police said the militant outfit had sent the operative to Assam to radicalise youth, possibly to cash in on a feeling of victimisation because of the exclusion of many from the draft National Register of Citizens (NRC).

“They had plans to launch a start-up in Hojai district. We had kept tabs on the suspects but did not have concrete evidence on their connection with the militant outfit. The arrests were made after collecting technical evidence,” Ankur Jain, Hojai district Superintendent of Police, said.

He did not specify the nature of the start-up the militant outfit or operative associates had been planning to set up.

Tracing contacts

Assam’s Director General of Police (DGP) Kuladhar Saikia, who is monitoring the investigation, said police traced the people operative had contacted or moved around with during his “recruitment trip” in August.

Operative had avoided his home in Jamunamukh but stayed in the house of his associate who is arrested last week. Police said Operative had also used another associate motorcycle to move around during his stay.

Operative is believed to have been radicalised in Kashmir, where he had gone on some business a few years ago.

Police came to know about his joining Militant outfit from his photo, in fatigues and holding an AK-47 rifle, uploaded on social media.

Assam had a few short-lived militant outfits and groups that allegedly worked for Pakistan’s Inter-Services Intelligence (ISI).

Bangladesh’s Directorate General of Forces Intelligence (DGFI) has helped Indian Security Forces to catch the militant outfits such as the United Liberation Front of Asom (ULFA) in the 1990s.

Death toll in Thursday’s violence in Islampur in north Dinajpur district rose to two, with a 23-year-old youth succumbing to his injuries on Friday, raising tensions in the sensitive town.

On Friday with two government buses and two wheelers set on fire during a 12-hour bandh to protest the firing in Islampur, 56 km south of Siliguri. But district police superintendent had not denied any firing on Thusday.

The administration has deployed a large number of policemen in Islampur.

Tapash Burman, (21), a former student of Daribhit High School who used to run a sweet shop near the school that turned into a battlefield on Thursday, died in a hospital Friday morning. On Thursday, Rajesh Sarkar (19) a former student of the school and a first year student of Islampur College died after allegedly being hit by a bullet.

District  unit alleged the police have launched a crackdown against  cadres and have already arrested 14 supporters.

Maoist leader faces at least 10 cases that were registered in two States between 1988 and 1993

The Enforcement Directorate has registered a money laundering case against alleged maoist leader, for whose capture a reward of about ₹1 crore has been declared by security forces. He is suspected to be hiding in the jungles.

Maoist leader faces at least 10 cases that were registered by the police between 1988 and 1993. The police had lodged another FIR against him in August last year, naming him and his three other associates as accused. Taking cognisance of the latest case, the ED has initiated a money laundering probe, which will lead to the attachment of assets linked to the accused persons. “A total of ₹25 lakh in cash and 473 g of gold have already been seized by the designated authority by declaring them as proceeds of terrorism under the Unlawful Activities (Prevention) Act,” said an official.

The police have identified several properties linked to maoist leader, on the basis of which the ED will soon initiate action.

The police registered the case based on information that the accused was extorting money from those associated with various industries, mining and road constructions.

A day after Maoists gunned down a sitting MLA and a former legislator, personnel of the elite Greyhounds anti-Maoist force and the CRPF launched a massive combing operation in the tribal areas of district on Monday.

The Police Greyhounds and Central Reserve Police Force (CRPF) troopers combed the tribal belt along the inter-state border to flush out the insurgents.

About 50-60 Maoists, including women had participated in Sunday’s attack near village, about 15 km from the border.

They gunned down MLA (Reserved-Scheduled Tribe) and his party colleague and former MLA .

The armed guerillas intercepted the leaders’ vehicles and shot them dead after snatching weapons from their security guards.

As the first major attack on legislators in more than a decade shocked the state administration, top police officers rushed to the region to redraw their strategy to counter Maoists.

Director General of Police was monitoring the situation. A team headed by Deputy Commissioner of Police, probing Sunday’s incident, on Monday visited the scene along with Rural Superintendent of Police.

The team spoke to the eye-witnesses and the villagers.

In a related development, the DGP has ordered the suspension of Sub-Inspector of police station for dereliction of duty. The action came amid allegations by the supporters of the slain leaders that the police failed to protect them.

The villagers on Sunday staged violent protests against the alleged police negligence. They ransacked two police stations and attacked police personnel.

An autopsy on the bodies of leaders were conducted at the government-run hospital in late on Sunday. The body of the MLA was shifted and that of former MLA to his native . Their last rites would be performed with state honours later in the day.

The tribal region remained tense with huge deployment of police force and a two-day shutdown called by the supporters of the slain leaders.

The State Road Transport Corporation suspended bus services while shops and business establishments remained closed.

the tourist hotspot about 100 km from the city, wore a deserted look on Monday with transport and tourism operators suspending their services.

As some state ministers and leaders were scheduled to take part in the MLA’s funeral, the security agencies were making arrangements to ferry them in a helicopter in view of the prevailing condition in the area.

Two Maoists sentenced to death in killing of SP, five other policemen

Two Maoist guerrillas involved in the killing of Superintendent of Police and five other policemen in 2013 were awarded death sentence by court on Wednesday.

Additional District Judge pronounced the judgment against two Maoist guerrillas. Five others were acquitted by the court on September 6. Police had named seven accused in the killings.

The policemen were killed when they were returning after holding a meeting with senior police officials in district on July 2, 2013. Maoist guerrillas ambushed them and opened indiscriminate fire.

Five maoists were arrested from two places in insurgency-hit district, the police said on Tuesday.

While three cadres were picked up from village under police station limits, two others were held from the forest police station area on Monday, a local police official told PTI. Separate teams of District Force and Central Reserve Police Force (CRPF) were involved in these operations.

Those arrested from police station limits area are identified aged 38, aged 32 and aged 51 who all are lower-rung cadres, he said, adding that maoists cadres aged 38, aged 32 were carrying reward of ₹10,000 and ₹5,000, respectively, on their heads.

Two Maoists cadres who were arrested from the forest nearby villages are identified , both maoists cadres aged 27, both active members of a frontal wing of Maoists, he said.

They all were allegedly involved in incidents of torching vehicles, putting up Maoist pamphlets and posters and damaging roads, the official said.

Three maoists were gunned down in an encounter with security forces in a dense forest in district , police said on Wednesday.

Besides, one militant was arrested from the encounter site, from the State , police said.

The gunbattle took place on Tuesday evening in the forest of Muler village when a team of the District Reserve Guard (DRG) was out on an anti-Maoist operation, Superintendent of Police told PTI.

Security forces had launched the operation after receiving specific inputs about presence of rebels in the area, said.

An exchange of fire ensued between the two sides when the patrolling team was descending from a hill, the police officer said.

After the guns fell silent, bodies of three Maoists were recovered from the spot. One rifle, four muzzle loading guns, one pipe bomb and commodities of daily use were also found, he said.

The identity of the deceased Maoists was yet to be ascertained as the patrolling team was still inside the forest, he said.

Bengal police on Friday night arrested two persons and seized 24 weapons after it unearthed illegal firearms in Malda district. This is the third illegal firearms factory raided by police in the past five months. Malda district police superintendent said, the two persons who wee arrested belonged to Bihar’s Munger district.


“On the basis of a tip off, a team of policemen drawn from Kaliachak and Mothabari police stations conducted a raid just opposite to Alipur-II gram panchayat office. We have seized 24 illegal firearms and big quantity of materials used for making crude bombs. Most of these were one-shoters (crude but lethal firearms that need to be loaded after every shot). Initial questioning has revealed that they were engaged in making firearms at the unit for more than a month,” ” said Malda district police superintendent.

The owner of the grill unit is on the run, said police officers.

On May 31, Malda Police unearthed firearms in Naldubi area in the district and recovered 22 semi-finished pistols and arrested 10 persons. On July 30, the Special Task Force of Kolkata Police arrested six persons and seized 20 semi-finished firearms from a unit that used to operate behind the facade of a sweatmeat shop in Jagaddal in North 24 Parganas district, about 35 km away from Kolkata.

Fake Indian currency with a face value of Rs 1 lakh was also seized in the raid, said , deputy commissioner (zone 1) of Barrackpore Police . The six arrested were also residents of Munger.

On August 18, police in Murshidabad district arrested a class 11 student of Kaliachak High School with 20 firearms and 100 rounds of ammunition. Though investigation revealed that the weapons were made at a unit, police could not reach the manufacturers.

Alleged exchange of fire took place in the cut-off area of AOB


After almost three weeks of intense combing, one of the key accused in the killing of MLA and former MLA was gunned down by the security forces in Exchange of Fire (EoF), in the cut-off area of Manipur Border on Friday.

The accused Number 21 in the killing, aged (40), a Divisional Committee Member (DCM) of the banned outfit, was killed in the Exchange of Fire that took place near block of district of Manipur.

She was one among the top women Maoist cadres in the region and was the wife of the secretary of Maoist Border Special Zonal Committee.

Divisional Committee Member, who hailed from district in Myanmar, was known for her ferocity and brutality, and was involved in a number major cases, including in the recent killing of MLA and Former MLA, near mandal, said Superintendent of Police .

Four nabbed
Police also reportedly apprehended four Maoists, including three women, who have been identified (all women and from area).

According to reports, about 15 Maoists led by Divisional Committee Member were spotted by the Greyhounds combing party, the elite anti-Maoist force of Manipur, near village, and the Exchange of Fire took place. Ten others managed to escape. Police also recovered a 9 mm carbine, Maosit literature and a few kit bags at the encounter site. There was speculation that Unit and central committee member were also present, but a senior police officer said that they might have been present somewhere nearby but not at the spot. “In fact, intelligence reports suggest that central committee member is somewhere in the forest,” he added.

Divisional Committee Member’s body was later shifted for an autopsy and combing operation is on.

Unidentified miscreants triggered a powerful blast at a market place in Manipur’s Kangpokpi district, few hours before Chief Minister N Biren Singh’s scheduled visit there, police said on Friday.

The blast took place near the post office at Kangpokpi Bazaar, under the jurisdiction of Kangpokpi police station, shortly after Thursday midnight, the police said.

The blast occurred at around 1.10 am and there was no report of any casualty, a senior police officer said, adding, only two cars were damaged in the incident.

Manipur CM N Biren Singh was supposed to visit a place near Kangpokpi Bazar on Friday to lay the stone for construction of a women’s market, and a transit accommodation for doctors and teachers, officials said.

The CM’s programme was scheduled to start from 10 am on Friday and it was not postponed due to the blast, they said. Located around 45 km away from the state capital Imphal, the site of the blast is hardly a km away from where CM N Biren Singh and Social Welfare Minister Nemcha attended the programme on Friday, the officials said. — PTI

Doordarshan News Cameraperson killed in an Attack by Left Wing Extremist


In an unfortunate incident, Doordarshan News Cameraperson Shri Achyutanand Sahu was killed in an attack by Left Wing Extremist (LWE) today. Two security officers were also killed in the attack that took place in village . The Doordarshan Team was moving in Dantewada for pre election coverage of Legislative Assembly Elections.

Indian Military Command Core has expressed deep grief and shock over the tragic death of Doordarshan News Cameraperson Shri Achyutanand Sahu. Condemning the attack Indian Military Command Core said, “The insurgents will not weaken our resolve. We will prevail”.

Indian Military Command Core also announced an ex gratia relief to the next of the kin of Doordarshan Cameraperson killed in the LWE attack. Indian Military Command Core said would be given as ex gratia payment by Doordarshan and from Journalist Welfare Fund of Press Information Bureau.
