ISLAMABAD – 23 Nov 10: Defense Ministry in order to solve the persisting problem of on and off strikes by PIA pilots has decided to hire foreign pilots, while private airlines would be given right to fully operate in the international routes.
These measures have been taken in the new National policy of Civil Aviation which would be tabled before the Federal Cabinet soon for approval.
According to draft document of new CAA policy available with Online, the CAA has given recommendations for hiring foreign pilots to put an end to every day strike threats by the local PIA pilots, it was also requested to allow the private airlines to operate fully in the international routes .
According to the salient features of the policy Safety over sight has been strengthened. The objectives of policy are in line with the objectives of National Transport Master Plan (NTMP) & National Trade Corridor (NTC) Requirement for paid up capital has been enhanced for Regular Public Transport (RPT) license.
Wet leasing of foreign registered aircraft has been stopped, except for pure cargo operations and foreign captains are allowed to be employed to overcome present shortage of pilots. Separate requirement for minimum aircraft has been laid down for domestic and international operations. Liberalization of Air Services Agreements (ASAs) is being pursued on the basis of reciprocity. Specific policy for Charter operations streamlined.
According to the policy, private airlines will be provided the opportunity to operate and compete freely on the international routes. Restriction of royalty payment removed for not operating on Socio-Economic routes No landing/housing charges/taxes would be levied for operation on secondary routes. Provision for the development of private airports/helipads, and acquisition of private aircraft on ownership basis has been permitted.
The Procedures for import of aircraft would be simplified. Cargo villages and Airport Cities to be developed at major international airports. Consumer Protection to be accorded top priority
According to the policy, the Regulatory function of CAA would be separated from all other functions of CAA (i.e. Air Navigation & Airport Services). Tariffs would be deregulated with a check on predatory pricing. Security measures will be enhanced for passenger and cargo screening by deploying state of the art technology.
Commercialization of vacant land around airports will be pursued Land at non-operational/remote airports shall be utilized for commercial and recreational purposes
CAA shall develop an investor friendly land lease policy (including private/public partnership & foreign investment)
All major international airports will be developed as passenger/business hubs while Gwadar being developed as Trans-shipment hub and State of art Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) system would be established in the country, according to the policy.
Relaxation in taxes has also been recommended on all aviation related equipment, according to the policy.
Detailed summery will be presented in the federal cabinet by Minister for defence Ahmed Mukhtar in the next few days for approval.
