'Food fascism': Critics slam India's beef police

Why India's food police are kicking up a storm

When police in northern India recently began checking dishes of mutton biryani to ensure that they did not contain beef, critics said it was another example of what they are calling "food fascism".

The recent drive happened in a Muslim-dominated cluster of villagers in Haryana state, which is governed by India's ruling Bharatiya Janata Party (BJP).

The state has some of the most punishing laws against cow slaughter, a special police force to protect cows, and the curiously named "cow service commission", among other things.

Volunteers and vigilantes keep watch in villages to check if anyone is slaughtering or transporting cows. Village councils have been telling local Muslims to stop selling biryani.

Last week samples of biryani were taken away by the local police after "some people" complained that beef was being used. Poor biryani sellers complained they had lost their livelihood and pictures showed empty stalls on the local highway.

India's Hindu majority see cows as a sacred animal but many other Indians eat the meat. According to government data, some 80 million Indians - one in every 13 - eat beef or buffalo meat. Most of them are Muslims. But more than 12 million Hindus also eat the meat.

The cow is India's most political animal. But, as historian DN Jha says, it has "become more political under the BJP governments in Delhi and in some states, which are obsessed with beef bans and cow slaughter".

The ban on beef has also been criticised because the meat is cheaper than chicken and fish and is a staple for the poorer Muslim, tribal and Dalit (formerly untouchable) communities.

India also has a long history of religious conflict over beef - Muslims and Dalits have been targeted and reviled for eating the meat.

Eating the food of your choice has often become an act of transgression and defiance.

'Bullying'

But the crackdown on biryani sellers in BJP-ruled Haryana on the suspicion that they were using beef in their dishes smacks of extreme behaviour. "Now public places selling food are being targeted. It is a new form of bullying," says Amita Baviskar, a professor of sociology.

It also points to a poor understanding of India's wildly heterogeneous dietary habits. There are, for example, 20 tribal groups in north-eastern Assam state which all have distinct cuisines.

"We need to remember that no community... has a monolithic culinary culture just as not all [upper caste] Hindu Brahmins are vegetarians or Muslims and Christians meat eaters," says Nabanipa Bhatttacharjee, who teaches sociology at Delhi University. To define India's food culture as vegetarian is, therefore, lazy and disingenuous.

Diets are changing and culinary borders are being crossed by all communities in a rapidly changing country. But this is making a lot of people queasy.

In 2012, the leader of a Haryana village caste council (khap panchayat) blamed noodles for rapes, saying that they led to hormonal imbalance. "The widespread derision with which this comment was greeted shows how thoroughly noodles have been incorporated into local diets. Old men may express a fear of foreign foods and frustration at rebellious youth who no longer listen to their elders, but for the younger generation, noodles are here to stay," says Prof Baviskar.

The attempt to put some food out of the reach of people is a not-so-subtle warning that perceived and rigid dietary borders should not be crossed.

By targeting sellers, the food police may end up driving such food underground, just as prohibition has led to a thriving black market in alcohol in the western state of Gujarat.

People who don't like to be told what to eat, will always find ways to eat the food they want.

As they rightly should . State has no place to dictate people's personal beliefs and people's diet . The amount of randi rona regarding beef has increased exponentially after the BJP came to power . I on a personal level am very concerned the way right wing rabids are controlling this discussion . Once you give power and voice to right wingers it becomes very hard to take it back ( Read Islamists) .

Buffalo meat, yes. Cow meat, the "beef" they are talking about...I don't think any Hindu "Knowingly" eat that.

Meaning : the beef-police is right. India is a Hindu-majority country, and the beef-police should enforce Hindu laws, much the same as the Saudi Arabian government and the Iranian government don't allow meat that has not been treated according to the Halal customs/standards/protocols to be sold.

By the way, over here in the Netherlands, we have advertising in the windows of shops that say if food is made using the Halal (ancient) protocols.. And Halal chicken-meat on a sandwich is *great* :) Christianity does not consider cows or chicken sacred and not-to-be-eaten.. But we do think of dogs and cats as "man's best friend" (another EU+USA+Canadian+etc,etc,etc proverb) and while we for that reason dont like to see how Chinese people prepare their food made of (stray[1]) dogs and (stray[1]) cats, we do keep our cool enough about it so that we don't get diplomatic-level or neighborhood-level (and all levels in between) diplomatic problems and ethnic fights over what and how the Chinese or we Westerners in for instance my Netherlands, prepare and eat our food.

Halal meat is dictated by the Quran or Sharia, and *that* element in the Sharia we tolerate over here in The Netherlands.
Maybe i shouldn't mention this, but i'm going to anyway.. The animal-slaughter food-preparation details of the Jewish people are much alike the Muslims' Halal protocols.
We Dutch enjoy our peaceful well-policed society in part because we don't try to change a culture of immigrants or ancient ethnic minority groups that have never been a major problem to us (the Jewish people, the people from Suriname[2]). We had Gipsy people for a long time in our country too, and when they become too much of a criminal group operating from camping-sites like environments, they are visited by our police who wear riot-gear that day..
I do suppose that's how the Ayatollah of Iran and his forces, should treat the Green Movement in Iran at the moment.
It is quite possible to re-direct or re-educate an ethnic / political minority using non-lethal force and normal relatively comfortable jail sentences.. Best thing you can have your enemy do for you is give 'm a chance in their old age to write a book in which they publicly acknowledge (admit) their mistakes that they made when they were younger....

What do you mean by "we" here? Better talk about yourself only. Coz, people kill enmasse for drawing cartoon, leave alone eating. I was referring to respecting others' religious beliefs. There is no justification of killing anyone, for whatever reason one can find. However, all criticism for people of "one religion" only, in the name of liberalism, while other religions are protected even for their medieval beliefs, is not secularism.

True secularism can be achieved only by enforcing a uniform civil code.

Every criticism from white christian supremacists against India is personal for me. So don't bother to 'educate' me, go help europe from collapsing on itself. That should give you a purpose to last your lifetime.

These cow vigilantes are idiots. Any normal person uses a number of products made from cow everyday. Cosmetics, shoes, fire extinguisher, sports goods etc numerous products are made from. Old cows create traffic problem , shit everywhere, nobody actually cares about them, they eat garbage and are treated badly, produce methane equal to a car and contribute to global warming.
