Also, US policy on south Asia is made by Alice Wells, the Undersecretary for south and Central Asia. The report she submitted to congress said the US supports India's motives behind repealing Article 370. That is US policy on Kashmir right now.

I don’t think you’ve read it clearly. They are clearly concerned about the troubling clampdown on internet, phone services & detention of elected leaders. They are also expecting statehood to be returned to Kashmir.

But no concerns about Article 370? That is the biggest issue. Also, Wells clearly supported India's stance on terrorism in Kashmir. Also notice how the report emphasizes that the US appreciates steps the Indian government has taken. And the report also conveys concern about human rights in Pakistan as well. So while not clearly supportive, mostly in favor of India's position on Kashmir.

Japan shouldn’t be so partisan, firstly no one really takes any notice of what they have to say and secondly they have far more pressing problems to attend to.
