What you are observing is a near-total failure of governance in (in)action, which has been brewing for decades, and not just with the present government. It will not change overnight either, by getting rid of bureaucracy. You have to reform it, not get rid of it.

Do you mind telling how can we reform this system?

Actually, it is more the fault of the haramkhor employees than the CM himself.
i agree that we have had a strong and organized Military and Bureaucracy - but that does not give free pass to the top leadership - in cases like these change has to come from the top --

Gradually and legally. That is the best way. Get regular elections done so that little by little the civilian government knows that it will be evaluated by the voters at the end of each cycle. It will take several decades, but that is the only way to do it. The Army has to stop meddling in this process too.

You are correct that the top is the place to start, but the rest of the machinery must do its part too. Only leaders cannot make it work.

and i am not denying that fact - and as you said above that we need to reform it rather than get rid of it - that holds true as well -- Leadership's responsibility is to keep check and balance - Appointing responsible people - who would actually do their job right for once -- I am not taking any side here - But i will quote the example of IG KPK - i don't care what his past was, but he in his current capacity is doing a good job - and credit goes to the leadership of KPK - for taking the initiative -- if IG police is someone who is knowned for his extra judicial killings and bad record, then expect the same outcome ----

CM SS has a habit of getting rid of bad people - and replace them - but he does not bring the reforms, if you recall, few months back, on camera, he suspended DCO, DPO & RPO - that might have been good - but was something actually done after that, did CM pursued that matter afterwards??

that is where our problem lies - staring from Peshawar and ending with Karachi, everywhere its same

Well said. The rot runs deep and wide in the system, from top to bottom.

Actually I do apply the same: IK is only one man and he cannot change the system all by himself, just like SS is only one man and he cannot change the system all by himself either.

IT has to be a group effort, which is what is lacking.

Okkk....but he also fires which is the job of the bureaucracy...yet he took it on himself...maybe he needs to find someone who does some work instead of people who come to take pix with him

Mind you there are enough Shariff family and family friends in politics to make some change happen if they want to!

Bureaucracy cannot be fired willy-nilly. It has to be done according to Rules and Regulations.

As per the rules as of now...come take picture and you save your seat...as long as you are present for the day or even the few hrs SS is in sight...

It has been this way since at least the 60s and 70s. That rot is now entrenched.
