Five major elements behind unrest in country: Rabbani

ISLAMABAD: Opposition leader in the Senate, Raza Rabbani has slammed the government for failing in establishing its writ in the country.
Raza Rabbani on Friday submitted an adjournment motion on law and order in the Senate, which was approved unanimously for debate. He said that the bomb blasts in the high security zones of Islamabad were regrettable.
The opposition leader in his adjournment motion pointed out five elements causing law and order situation in the country. First element, he said, was terrorism, which was directly linked to Waziristan and Fata. The second element he said was the street crimes in Sindh and Punjab. It should be ascertained as to how much the political figures were involved in it. The third one was the Balochistan situation. The forth element was violence against women and the fifth was violation of the constitution.
Raza Rabbani said that people were being abducted for political vengeance in the small province and in the name of terrorism. "Some of them are handed over to America. But when the kith and kin held protest against their abduction, the police take off their Shalwars that distort the image of Pakistan, which become a matter of shame for the entire nation," he added.
He demanded for end to the abduction of people. According to the Article 10 of the constitution anyone being arrested must be presented before magistrate, he said adding that the government was lying before the Supreme Court.
The opposition leader said that operation was conducted in Waziristan and then stopped after a peace agreement. The parliament and the provincial government, he said, were kept ignorant to the peace agreement. "The peace agreement must be presented before the parliament to ascertain as to who had breached it," he added.
The parliament he said should be briefed about the government policy towards Afghanistan, as it had been changing with the every day passed. The NATO forces were violating frontiers and the government must condemn the border violation. "Violation of borders would not be tolerated," he warned.
Raza Rabbani said that Pakistan received Klashnikov during Ziaul Haq era and suicide attacks and border violation due to the incumbent government' s policy towards Afghanistan.
Citing the statement of IG police Punjab that crime rate had been raised by 85 percent in the province. Over five thousand vehicles have been stolen in Karachi with about four hundred vehicles being stole daily. Quoting Punjab chief minister, the opposition leader said that street crimes in Punjab had increased since a particular party had expanded its role in the province.
Balochs, he said, wanted equal share in the natural resources, which was their constitutional right. He said that mega projects were launched in the province for the sake of elite class. The Gwadar port was handed over to a Singapore company exempting it from tax for forty years. "The country is being made a multinational colony," he added.
Khalid Soomro said that the law and order situation was deteriorating in the country. Women are assaulted since the passage of Women Protection Bill.
Ilyas Bilour criticized the government for using force against its own people. He said so far India has not bombarded Kashmiris in occupied Kashmir but Pakistan pounded Balochs by helicopters gunship.
He termed the situation in the country as worse to the extent that an army personal would protect another one. He said there was no information about the missing journalist Sohail Qalandar as to whether he was alive or killed. He said that the parliament was only a nominal body. He said apart from four Sardars in Balochistan, all Sardars were agents of the establishment.
Federal Minister for inter-provincial coordination, Salim Saifullah Khan, said that unfortunately everybody tries to make points here in Pakistan with least care for national integrity. He said that the provincial governments must cooperate with the federal government.
He said that the foreign policy towards Afghanistan was clear. We want peace in Afghanistan.
He termed non-implementation of Mushahid Hussain report on Balochistan as misfortune. He said that Balochistan levies would be changed into police. Cantonments in Balochistan would be established at all costs and majority of the Balochs supported it. Job quota in Balochistan had been extended to 6 percent. He said that Singapore would invest $ 600 million in Gwadar.
He condemned suicide attacks in the country and regretted that the ulema had kept mum over the tragic incidents happening in the country.
