No they cannot, or at least could not. Before, you could not visit Gilgit Baltistan on just a tourist visa alone, i.e. the visa office had no jurisdiction in allowing you to visit Gilgit Baltistan. Every foreigner required an NOC to enter the region. Officially, this NOC was never available to Indian nationals, persons of Indian origin and Israeli nationals. The NOC was removed recently under IK, would be pretty moronic if it was completely removed for Indians as well.

One positive is next time some Indian tries to claim Pakistan is hiding what is really going on in Kashmir and Gilgit Baltistan "but but but we give access to whooole world to our Kashmir". They were so taken aback by how hospitable and friendly Pakistanis were.
