Could be a special media blitz by Pakistan.
IK has been known to encourage and assist travel bloggers in Pakistan.
I doubt any random Indian can just go there.
I fear that might just be the case.
Any American and anyone in the world can go and it can be of any ethnicity . For example an American of Indian ethnicity can come . If the visa office don't find any objections and trips to India .
No they cannot, or at least could not. Before, you could not visit Gilgit Baltistan on just a tourist visa alone, i.e. the visa office had no jurisdiction in allowing you to visit Gilgit Baltistan. Every foreigner required an NOC to enter the region. Officially, this NOC was never available to Indian nationals, persons of Indian origin and Israeli nationals. The NOC was removed recently under IK, would be pretty moronic if it was completely removed for Indians as well.
