The bid and who won it is not the problem here ........ non disclosure of conflict of interest by a government adviser is. It is a generally accepted good practice to disclose your conflict of interest and remain independent in your assigned role. The adviser needs to step down or dispose his share in the firm. Simple.

ISLAMABAD: The joint venture of Descon owned by Adviser to PM on Commerce, Textile, Industry and Investment Abdul Razak Dawood and Chinese company, China Gezhouba, has won the bid for the construction of the Rs309 billion Mohmand Dam.

Water and Power Development Authority (WAPDA) chairman confirmed that the joint venture of Descon and China Gezhouba has won the bid for the construction of the dam. “The other joint venture of Frontier Works Organisation (FWO) and Power China did not win the bid,” he added.

The WAPDA chairman further said that the contractor will mobilise to the site of the project within 10 weeks. “We are in a negotiation process with the winning bidder to further cut the costs,” the WAPDA chairman added.

However, top officials in the Ministry of Water and Power said that the project is being initiated in haste. Its land has not yet been acquired and a consultancy firm is yet to be finalised, they upheld.

Pakistan Muslim League-Nawaz (PML-N) leader Mian Javed Latif also expressed reservations over the bid. Speaking on Geo News programme Apas Ki Baat, the PML-N leader asked, “On what basis was this contract awarded? Is this not corruption?”

Meanwhile, Pakistan Tehreek-e-Insaf’s Nadeem Afzal Chan, who was also present on the show, said, “Even if the contract awarding process was transparent, Abdul Razak Dawood should issue a clarification.”

Mohmand Dam
The groundbreaking of the project was to be held today (January 2) but was postponed owing to pressing engagements of the prime minister.

Mohammad Dam is the flood control dam and after its construction it will be able to store 300,000 cusecs of water. The cost of the said project in 2003 stood at $1 billion which has now swelled to $3 billion because of the inordinate delay during Musharraf regime.

When a circular is sent to disclose the conflict of interest before accepting a project ...... the disclosure to be made normally requires shares held by spouse, children (both dependent and independent) and immediate family.

btw not conflict of interest even if Dawood is still major share holder/beneficiary of Descon.

It's a joint venture between a Pakistani firm and a Chinese firm that has won the bid.

Still the adviser in question (if he has stakes in the Pakistani firm) has a conflict of interest. He is no more independent. Principally he should have announced publicly well before his firm placed a bid. He should have notified his conflict of interest. Morally he should step down from his adviser post.

I think this should go for another bidding process.. Leaving the office now after the project has been awarded is of no value..

Only resigning from directorship is not sufficient there should be tenure of 3 to 5 yrs which must be passed after he retires from directorship to ensure independence

I agree in ideal situation this should follow but right now we are in desperate situation of economic decline and we need business professionals to make things right ...

He joined the government as a favor otherwise he was minting money without any problem ...

Descon is the top notch and best engineering firm of Pakistan no one else in Pakistan can match the experience and quality of Descon ... Therefore, this is on its appearance is fine ,,, If there are some question mark then you can't disqualify best company just on the basis that its owner joined the government and resigned from chairmanship ...

You can introduce further control to ensure that all due diligence is performed furthermore, the investigation can further be done to verify if any influence was used otherwise questioning the biggest engineering firm of Pakistan mere on the fact that its ex-chairman is advisor to PM is not right ...

He should have been reprimanded, forcefully retired without any benefits ... but then again that would be too much to expect.

Either the tabdeeli applies to everyone ..... else no one. Selective application of tabdeeli is corruption in itself.
