kid! Pakistan makes n prints her own notes inks included since 50s...It was one of the first tings our President of the time Ayub Khan did while coming to office, we were in good terms with west back then.
As for ISI is concern, believe me its far more easier for her to operate n subvert yr country from inside then outside be it yr currency notes....if its true to begin with!
Ignorance is Bliss.. For sure you have no clues what goes in for making a currency.
Like i said, pakistan does prints its own notes, but the ink is not made in pakistan, also the paper used in high denomination notes are imported from France and Germany.
Other than India even De La Rue & Company also printed currency for Pakisthan. There after it became the major supplier of technology, paper and ink. Moving forward Pakistan also did business with Giesecke & Devrient of Germany to help Pakistan with currency printing. This offer was given so that ISI can secure the indian currency paper from them
