Make In India: Modi, Putin ink deal to manufacture 226 military helicopters, construct 12 atomic plants

Moscow: In a major push to their strategic ties, India and Russia today decided to expand cooperation in various sectors as they signed 16 pacts, including on joint manufacture of 226 military helicopters and construction of 12 atomic plants with involvement of local companies in India.



After extensive talks with Russian President Vladimir Putin, Prime Minister Narendra Modi underlined the need for the world to unite against terrorism “without distinction and discrimation between terrorist groups and target countries”, an apparent reference to sources of the menace like Pakistan.

“As I look to the future, I see Russia as a significant partner in India’s economic transformation and in shaping a balanced, multi-polar world,” Modi said while addressing a joint press conference with Russian President Vladimir Putin here after the annual summit-level meeting between the two sides.

He also voiced his appreciation for the strong India-Russia partnership in defence, diplomacy and development.

“President Putin and I are moving towards expanding India-Russia economic ties,” he said, while expressing confidence that there would be an increase in trade and investment.

Referring to the 16 agreements signed, he said: “The agreement on manufacture of Kamov 226 helicopter in India is the first project for a major defence platform under 'Make in India' mission.”

“The pace of our cooperation in nuclear energy is increasing,” he said.

“We are making progress on 12 Russian nuclear reactors at two sites.”

According to a programme of action agreed between India's Department of Atomic Energy and the Russian State Atomic Energy Corporation (Rosatom), there will be localisation of manufacturing in India of Russian-designed nuclear reactor units.

Modi also said that the world must unite to fight terrorism without distinguishing between terror groups.

“The world must unite and combat terror without distinguishing between terror groups and target countries,” he said, adding both India and Russia "are one in our belief that world must unite against terrorism”.

The prime minister stressed on the necessity for a dialogue for an early political settlement in West Asia.

Among the other agreements signed on Thursday are on railways, solar energy, heavy engineering, hydrocarbons

Following the summit-level talks, Modi and Putin jointly addressed chief executives of Indian and Russian companies.

“I am here to invite our partner in security to become our partner in prosperity also,” Modi said.

“Russia has and will always be a vital & long-term partner, not only in energy and mineral resources, but in cutting edge technologies too,” Modi said, according to tweets posted by external affairs ministry spokesman Vikas Swarup.

“The good news is that our trade and business relations are becoming vibrant. A number of Russian and Indian companies are working together,” he said.

According to the prime minister, nature has destined India and Russia to work together.

“From hydrocarbons, our cooperation is moving to the hardest form of carbon - diamonds,” he said.

On his part, President Putin said that high technology, innovation, energy, aircraft building, pharmaceuticals and diamonds are promising areas for India-Russian cooperation.

Around 19 Indian CEOs have travelled with Modi for this meeting. According to sources, around 34 business leaders from various Russian companies participated in the meeting.

Earlier on Thursday, Modi visited Russia's National Crisis Management Centre (NCMC), also known as EMERCOM, a multi-level coordination centre designed to provide inter-agency coordination and alert people about the threat of emergency situations.

According to an official statement, Modi was given an overview of the actual functioning and real-time monitoring operations of the centre. He was informed in detail about the coordination among various disaster-relief agencies, which is done by this centre.

Before heading for the Kremlin, Modi laid a wreath at the Tomb of the Unknown Soldier here.

The Tomb of the Unknown Soldier is a war memorial dedicated to the Soviet soldiers killed in World War II and is located by the Kremlin wall in the Alexandrovsky Garden.

Modi also addressed a gathering of Friends of India and met members of the Indian community in Russia.

I have to agree with @dadeechi, until concrete details are reveled I will remain cynacil. Since the DAC supposedly cleared the KA-226T deal last year there has been ZERO tangible change to the Indian Armed forces which is the crucial element. Whilst it may play well in the media for the highest echelons to brag about signing such deals, until they actually enter service it is all meaningless.

So who will produce them in India? Where will they be produced? How many will be produced in India and how many delivered off the shelf? When will the first units enter service? What kind of support package (training, spares, etc) will be provided to the IAF and IA? What customer modifications will be made?

The strange (seriously bizzare) part of all this is the complete silence in the Russian media about this deal and almost NOTHING from the OEM (Kamov) about this deal, you'd have thought there would be massive amounts of information coming out from their side in the last few months and days but there hasn't been a peep. Compare this to the Rafale talks and the constant comments from Dassualt- this is far more of what one would expect.

New Delhi: India has signed an agreement with Russia to build Kamov 226 Light Utility helicopters - the first project for a major defence platform under the government's 'Make in India' mission. But it was the only one of an expected clutch of defence projects that was successfully concluded during Prime Minister Narendra Modi's two-day visit to Moscow.

"We have made progress on a number of other defence proposals. These would boost defence manufacturing in India and India's defence readiness with next generation equipment," PM Modi said at a joint media statement he made with Russia's President Vladimir Putin on Thursday.

The projects in the pipeline included the acquisition of a second Akula II class nuclear attack submarine. Despite extended discussions between the two sides for more than a year, the deal for the Indian Navy has not been concluded.

That deal, sources indicate, may have been linked by the Russian side to an agreement for India to acquire three more modified Krivak class frigates, six of which are already in service with the Indian Navy.

The widely expected announcement of five S-400 surface-to-air missile systems, designed to provide parts of India with a shield to defend against incoming ballistic missiles from China or Pakistan, was also not made.

The sale of these five systems, which have also been deployed by Russia recently in Syria, was expected to cost close to five billion dollars.

Though President Putin did speak about India and Russia working together on a jet fighter programme, the Sukhoi stealth fighter programme he was referring to remains a huge question mark.

There is no clarity as yet on how much more New Delhi will have to invest in what was meant to be a joint development programme or when Russia will transfer prototypes of the aircraft to India.

Based on what exactly? Why would you say that? It is in both sides' interests to make it a success- the Indian side have no time to f*ck about.

HAL apparently which is....interesting. So they will be producing the KA-226T at the same time they are trying to operationalise their own in-house LUH- only in India!

They have several heli programs already.. I dont know why they stack another on top of their plate. This contract could have been perfect for Reliance's upcoming aerospace SEZ.

Agreed, HAL should stay off it, private player should take it up. But would reliance be a right indian partner? Given the amount of political clout they enjoy they can get away with anything.

Their push in both aerospace and defence is pretty serious. Regardless of this deal or not, reliance is springing up their aerospace park. If they want to get more orders, and against their future competitors like TATA, Mahindra, etc. they have to reasonably deliver. At the same time, you're right in thinking they'll be a part of a future military industrial complex in India, that will go to what ever means to get more contracts. Unless they somehow miserably fail in both their defence, aerospace push, I also think they will(with others) get to such a scary proportion .

thats the catch, Tatas,Mahindras already have the experience of designing & building products. Given that they know what they are committing for instead of giving into unrealistic expectations. Reliance is only looking at the market size and profit they can make. I would not be surprised if they just get CKD's and pass it of as made/designed in india. They are good at being brokers not technologists or engineering company.

HAL is doing its job- trying to secure all the buissness it can for itself and I understand the appeal for the MoD to award this to HAL (given their proven track record) but this was an increidbly short-sighted and disappointing decsion.

Think about it- HAL is going to be producing the Ka-226T and their own LUH for the exact same requirement/customer, this is a conflict of interest beyond beleif and will only lead to problems in the long term. I just don't see how this arrangment is sensible, giving this deal to a private player would have been perfect. The NDA have followed EXACTLY what the UPA was going to do EXCEPT they have picked the product that was in SECOND place (FENNEC was the preffered candidate) so this is a poor deal all round. Yet more hype, little delivery.
