In September 2010, the Defense Security Cooperation Agency informed the United States Congress of a possible Foreign Military Sale of 18 F-16IQ aircraft along with the associated equipment and services to the newly reformed Iraqi Air Force. Total value of sale is estimated at US $4.2 billion.

Well Israelis had infrastructure existed and many of their weapons are indigenously developed along with avonics and other stuffs. Also inflation in between. May be these were the reasons!!!

If this is true, then it is even more expensive than F-35 even at its current price, and more expensive about more than 2x of the price of the expected prices of F-35 in 2019..
