Director General of Pakistan Rangers Sindh and Karachi Operation Commander Major General Rizwan Akhtar said how can there be peace when "Bhatta"/"extortion money" is going to the "big house" and other places and gang war is backed by political parties.Lyari's solution is operation as well as political, Uzair Baloch is living in Muscat, Ministry of Home Affairs has asked for his arrest through Interpol,political parties should unconditionally end there military wing , otherwise we will .

Due to operations target killing is reduced significantly,Despite instructions by the Prime minister to consult me on some police issues no such consultation is done .


Major General Rizwan Akhtar said the success ratio against criminal elements in Lyari is not as much as it should have been because criminals have political backing and patronage , it is a problem that we face on a daily bases.


I conveyed it on every level that for peace in Lyari , not only the operation is needs but also a political solution is needed , but if Lyari extortion money goes to ' big house ' , how can there be law and order.

DG Rangers made revelation about two main characters in lyari gang war Baba Ladla and Aziz Baloch have fled Layari even before operation has started


Aziz Baloch is sitting in Muscat .We have contacted police and interior ministry for the arrest of Aziz Baloch via inter pool .They have assured us that work is being done on this request.He added that Baba Ladla is sitting near chaman boarder and is preparing to escape via Iran.

Political parties militant wings:




DG Rangers said that as the operation is progressing in karachi,political parties are realizing that these militant wings are hurting there political image/identity.In the beginning of Karachi operation political parties assured us help in regard to militant wings and shared names and we hope that this cooperation will continue regarding criminal elements among them.we also made it clear that whether political parties help us in ending there militant wings or not we will do it ourselves.

Reservations on Karachi operation and missing person's issue:




Talking about MQM reservations on rangers activities in karachi operation Major General Rizwan Akhtar said that this operation is not against any particular party or a particular community action is being taken against criminals , extortionists , target killers and people involved in kidnapping for ransom. He said we are doing operation without any discrimination ,there could be reservations but there is no one reason for them, I have told all parties that evidence should be provided for allegations and things attributable to them we are not an occupying army like India's Border security Force ,these are also our people .we realize that every man is not a criminal .


Ranges does not consists of angles we are also part of the same society .There may be some faults , knowingly and unknowingly , too.I have said many a times to Sindh Chief Minister and Governor that if there are any concerns share them with me if their are missing persons arrange there family member's meetings with us and submit their concerns and complaints to us we will take action . DG rangers said that we 've hurt many target killers and therefore some people have reservations on operation that's why those effected by operations are talking against us .




Differences with Sindh government on operation and police:




On police , citing differences with the government on this question , Major General Rizwan Akhtar said that Sindh government support for the operation is not as it should have been.As for the appointment of officers there is difference of Perception,you make up a team and create your frequency , your team members will understand what language to understand,how the new guy will understand?when we made a police team the operation was very successful.We wanted police officers who can tend to operation as well as there on institutional work from whom they belong and wanted that the things police do under pressure to stop.

All this has a back ground when prime minister came to Rangers head quarters Karachi he had set a scope that for Sindh police high- level police officers matters DG Rangers would be consulted. I do not want to control the police but only that our observation is valued.



DG Rangers Sindh said if operation is going to be done in the same manner as before then why do they give us problems I might as well go home and play golf in the evening.

کراچی (انٹرویو:محمد عمران احمد) پاکستان رینجرز سندھ کے ڈائریکٹر جنرل اور کراچی آپریشن کے کمانڈر میجرجنرل رضوان اختر نے کہا ہے کہ لیاری میں امن کیسے قائم ہوسکتا ہے جب وہاں سے جانے والے بھتے کی بہت بڑی رقم ’’بڑے گھر‘‘ میں اور دیگر جگہوں پر جارہی ہو اور گینگ وار کو سیاسی سرپرستی حاصل ہو، لیاری کا علاج صرف آپریشن ہی نہیں بلکہ سیاسی بھی ہونا چاہیے، مسقط میں قیام پذیر عزیر بلوچ کی گرفتاری کے لیے وزارت داخلہ سے کہا ہے کہ انٹرپول کے ذریعے اسے گرفتار کیا جائے ، سیاسی جماعتوں سے کہہ دیا کہ اپنے عسکری ونگ غیر مشروط طور پر ختم کردیں ورنہ ہم تو ختم کرہی دیں گے ، رینجرز آپریشنز کی وجہ سے شہر میں ٹارگٹ کلنگ کے واقعات میں خاصی کمی واقع ہوئی ہے ، بعض پولیس افسران کی تعیناتی پر وزیراعظم کی ہدایات کے باوجود مجھ سے مشاورت نہیں کی گئی جس پر تحفظات ہیں ۔ وہ پیر کو رینجرز ہیڈکوارٹرز میں روزنامہ دنیا سے خصوصی گفتگو کررہے تھے ، میجر جنرل رضوان اختر کا بطور ڈائریکٹر جنرل رینجرز کسی بھی روزنامے کویہ پہلا انٹرویو ہے ۔

رینجرز کی کارروائیوں پر ایم کیو ایم کے تحفظات کے حوالے سے میجر جنرل رضوان اختر کا کہنا تھا کہ یہ آپریشن کسی خاص پارٹی یا کسی خاص کمیونٹی کے خلاف نہیں ، جرائم پیشہ عناصر، بھتہ خوروں ، ٹارگٹ کلرز اور اغواء برائے تاوان میں ملوث افراد کے خلاف کارروائی ہورہی ہے۔ انہوں نے کہا کہ ہم بلاتفریق کارروائی کررہے ہیں ہمارے لیے سب برابر ہیں ، تحفظات یقینناً ہوسکتے ہیں لیکن اس کی صرف ایک وجہ نہیں ، سب سیاسی جماعتوں سے کہہ چکا ہوں کہ جو کام ہم سے منسوب کئے جاتے ہیں ان کے لیے ثبوت بھی ہونے چاہیے ہم کوئی قابض فوج نہیں اور نہ ہی بھارت کی بارڈر سیکیورٹی فورس ہیں ، یہاں کے لوگ بھی ہمارے ہیں ، ہمیں احساس ہے کہ ہر آدمی مجرم نہیں ۔ان کا کہنا تھا کہ پاکستان رینجرز فرشتوں پر مشتمل فورس نہیں اسی معاشرے کا حصہ ہے، غلطی ہوسکتی ہے ،جان بوجھ کر بھی اور انجانے میں بھی ۔ وزیراعلی سندھ اور گورنر سندھ سے کئی بار کہہ چکا ہوں کہ اگر کوئی تحفظات ہیں تو مجھ سے شیئر کریں جو افراد لاپتا ہیں ان کے خاندان والوں سے ہماری ملاقات کرائیں ان کے تحفظات اور شکایات پر ہم ایکشن لیں گے۔ انہوں نے کہا کہ ایک بات یہ بھی ہے کہ ہم نے کافی ٹارگٹ کلرز کو دکھ دیا ہے جس کی وجہ سے بہت سارے لوگوں کو آپریشن سے تکلیف ہورہی ہے اس لئے یہ ہمارے پیچھے چل پڑے ہیں ۔میجر جنرل رضوان اختر نے مزید کہا کہ حالیہ اجلاس میں تجویز دی تھی کہ ایسے معاملات سے نمٹنے کے لیے ایک کمیٹی ’’ تحفظات اور ان کے ازالے ‘‘ کے لیے تشکیل دے دی جائے جس میں سیاسی جماعتوں اور متاثرین کے ساتھ ساتھ ہمارے تحفظات بھی سنے جائیں۔ انہوں نے کہا کہ میں نے گورنر سندھ سے کہا ہے کہ اگر کوئی لاپتا ہوتا ہے تو فوری طور پر مجھے اور آئی جی سندھ کو مطلع کریں، عموماً مجھے چار روز بعد مطلع کیاجاتا ہے۔​

پولیس افسران کی تعیناتی پر حکومت سندھ سے اختلافات کے حوالے سے کئے گئے سوال پر میجر جنرل رضوان اختر نے کہا کہ کراچی آپریشن کے لیے حکومت سندھ سے جو سپورٹ ہمیں چاہیے وہ وقتاً فوقتاً فوری طور پر دستیاب نہیں اس کے بہت سے عوامل ہیں جہاں تک پولیس افسران کی تقرری کا تعلق ہے تو Perceptionکا Differnece تھا اگر آپ ایک ٹیم بناتےہیں اور اس سے اپنی فریکونسی بنالیتے ہیں تو آپ کا ٹیم ممبر آپ کے اشاروں کی زبان بھی سمجھ لے گا نیا آدمی کیسے سمجھے گا ؟ آپ نے دیکھا ہوگا کہ ٹیم بننے کے بعد آپریشن کتنی کامیابی سے چلا ، آپریشن میں رکاوٹوں کی اور بہت سی وجوہات بھی ہیں ،یہ نہیں ہے وہ ٹیم خراب ہوگئی ہے اور پھر میں ذاتی طورپر بھی یہ چاہتا تھا کہ کراچی میں وہ پولیس افسران چاہئیں جو ایک طرف آپریشن پر زور دے سکیں اور دوسری طرف ادارے پر بھی توجہ دیں کہ جو غلط کام مجبوری کی حالت میں ہورہے ہیں وہ بھی بند ہوجائیں ، کیونکہ ایسے الٹے سیدھے کام بھی شروع ہوجاتے ہیں جس میں وردی والے بھی شامل ہوتے ہیں، وہ الٹے سیدھے کام رکے اور توجہ آپریشن کی طرف ہوئی اورجب یہ چیزیں تبدیل ہونا شروع ہوئیں تو ہم نے اپنے تحفظات کا اظہار کرتے ہوئے ان سے کہا کہ یہ اچھا نہیں ۔ انہوں نے کہاکہ اس کا ایک پس منظر ہے جب وزیراعظم رینجرز ہیڈکوارٹرز میں آئے تھے تو انہوں نے ایک دائرہ کار متعین کیا تھا کہ سندھ پولیس میں اعلی سطح پر پولیس افسران کی تعیناتی کے لیے ڈی جی رینجرز سے مشاورت کی جائے۔ میں پولیس پر کنٹرول نہیں کرنا چاہتا صرف ہماری آبزرویشن کو اہمیت دی جائے۔





انہوں نے کہا کہ اگر وہی کرنا ہے جو آپریشن سے قبل ہورہا تھا تو آپریشن کا کیا فائدہ ہمیں کیوں دکھ دے رہے ہیں وہ بھی آرام کریں اور میں بھی شام کو جاکر گالف کھیلوں​

سیاسی جماعتوں کے عسکری ونگز کے حوالے سے ڈی جی رینجرز نے کہا کہ جیسے جیسے آپریشن آگے بڑھ رہا ہے سیاسی جماعتوں کو یہ احساس ہوتا جارہا ہے یہ عسکری ونگز ان کا سیاسی تشخص خراب کررہے ہیں ۔انہوں نے کہا کہ آپریشن کی ابتداء میں تمام سیاسی جماعتوں نے بھی اس حوالے سے مدد کی یقین دہانی کرائی تھی ہم سےکئی نام شیئر بھی کئے تھے اور اب بھی ہم امید رکھتے ہیں کہ سیاسی جماعتیں اپنے درمیان موجود جرائم پیشہ عناصر کی بیخ کنی کے لیے ہم سے تعاون کریں گی ، ہم نے یہ بھی واضح کردیا ہے کہ سیاسی جماعتیں اپنے عسکری ونگ ختم کرنے کے لیے تعاون کریں یا نہ کریں ہم ان کے عسکری ونگز خود ختم کردیں گے ۔​

رینجرز کی کارروائیوں پر ایم کیو ایم کے تحفظات کے حوالے سے میجر جنرل رضوان اختر کا کہنا تھا کہ یہ آپریشن کسی خاص پارٹی یا کسی خاص کمیونٹی کے خلاف نہیں ، جرائم پیشہ عناصر، بھتہ خوروں ، ٹارگٹ کلرز اور اغواء برائے تاوان میں ملوث افراد کے خلاف کارروائی ہورہی ہے۔ انہوں نے کہا کہ ہم بلاتفریق کارروائی کررہے ہیں ہمارے لیے سب برابر ہیں ، تحفظات یقینناً ہوسکتے ہیں لیکن اس کی صرف ایک وجہ نہیں ، سب سیاسی جماعتوں سے کہہ چکا ہوں کہ جو کام ہم سے منسوب کئے جاتے ہیں ان کے لیے ثبوت بھی ہونے چاہیے ہم کوئی قابض فوج نہیں اور نہ ہی بھارت کی بارڈر سیکیورٹی فورس ہیں ، یہاں کے لوگ بھی ہمارے ہیں ، ہمیں احساس ہے کہ ہر آدمی مجرم نہیں ۔ان کا کہنا تھا کہ پاکستان رینجرز فرشتوں پر مشتمل فورس نہیں اسی معاشرے کا حصہ ہے، غلطی ہوسکتی ہے ،جان بوجھ کر بھی اور انجانے میں بھی ۔ وزیراعلی سندھ اور گورنر سندھ سے کئی بار کہہ چکا ہوں کہ اگر کوئی تحفظات ہیں تو مجھ سے شیئر کریں جو افراد لاپتا ہیں ان کے خاندان والوں سے ہماری ملاقات کرائیں ان کے تحفظات اور شکایات پر ہم ایکشن لیں گے۔ انہوں نے کہا کہ ایک بات یہ بھی ہے کہ ہم نے کافی ٹارگٹ کلرز کو دکھ دیا ہے جس کی وجہ سے بہت سارے لوگوں کو آپریشن سے تکلیف ہورہی ہے اس لئے یہ ہمارے پیچھے چل پڑے ہیں ۔میجر جنرل رضوان اختر نے مزید کہا کہ حالیہ اجلاس میں تجویز دی تھی کہ ایسے معاملات سے نمٹنے کے لیے ایک کمیٹی ’’ تحفظات اور ان کے ازالے ‘‘ کے لیے تشکیل دے دی جائے جس میں سیاسی جماعتوں اور متاثرین کے ساتھ ساتھ ہمارے تحفظات بھی سنے جائیں۔ انہوں نے کہا کہ میں نے گورنر سندھ سے کہا ہے کہ اگر کوئی لاپتا ہوتا ہے تو فوری طور پر مجھے اور آئی جی سندھ کو مطلع کریں، عموماً مجھے چار روز بعد مطلع کیاجاتا ہے۔​

پولیس افسران کی تعیناتی پر حکومت سندھ سے اختلافات کے حوالے سے کئے گئے سوال پر میجر جنرل رضوان اختر نے کہا کہ کراچی آپریشن کے لیے حکومت سندھ سے جو سپورٹ ہمیں چاہیے وہ وقتاً فوقتاً فوری طور پر دستیاب نہیں اس کے بہت سے عوامل ہیں جہاں تک پولیس افسران کی تقرری کا تعلق ہے تو Perceptionکا Differnece تھا اگر آپ ایک ٹیم بناتےہیں اور اس سے اپنی فریکونسی بنالیتے ہیں تو آپ کا ٹیم ممبر آپ کے اشاروں کی زبان بھی سمجھ لے گا نیا آدمی کیسے سمجھے گا ؟ آپ نے دیکھا ہوگا کہ ٹیم بننے کے بعد آپریشن کتنی کامیابی سے چلا ، آپریشن میں رکاوٹوں کی اور بہت سی وجوہات بھی ہیں ،یہ نہیں ہے وہ ٹیم خراب ہوگئی ہے اور پھر میں ذاتی طورپر بھی یہ چاہتا تھا کہ کراچی میں وہ پولیس افسران چاہئیں جو ایک طرف آپریشن پر زور دے سکیں اور دوسری طرف ادارے پر بھی توجہ دیں کہ جو غلط کام مجبوری کی حالت میں ہورہے ہیں وہ بھی بند ہوجائیں ، کیونکہ ایسے الٹے سیدھے کام بھی شروع ہوجاتے ہیں جس میں وردی والے بھی شامل ہوتے ہیں، وہ الٹے سیدھے کام رکے اور توجہ آپریشن کی طرف ہوئی اورجب یہ چیزیں تبدیل ہونا شروع ہوئیں تو ہم نے اپنے تحفظات کا اظہار کرتے ہوئے ان سے کہا کہ یہ اچھا نہیں ۔ انہوں نے کہاکہ اس کا ایک پس منظر ہے جب وزیراعظم رینجرز ہیڈکوارٹرز میں آئے تھے تو انہوں نے ایک دائرہ کار متعین کیا تھا کہ سندھ پولیس میں اعلی سطح پر پولیس افسران کی تعیناتی کے لیے ڈی جی رینجرز سے مشاورت کی جائے۔ میں پولیس پر کنٹرول نہیں کرنا چاہتا صرف ہماری آبزرویشن کو اہمیت دی جائے۔





انہوں نے کہا کہ اگر وہی کرنا ہے جو آپریشن سے قبل ہورہا تھا تو آپریشن کا کیا فائدہ ہمیں کیوں دکھ دے رہے ہیں وہ بھی آرام کریں اور میں بھی شام کو جاکر گالف کھیلوں​

Rangers are also involved in kidnappings, extortion and political murders. Rangers have been in Karachi since 1990s and have done nothing to make Karachi safer. We all know Rangers in Sindh is controlled by PPP. PPP uses Rangers to take Karachi's expensive land.
