PESHAWAR: One of the most talented experts of the bomb disposal unit (BDU), Hukam Khan, who defused around 200 bombs during the current year only, was killed while neutralising explosives planted near the Frontier Road on the boundary between Peshawar and Khyber Agency on Friday.
Hukam Khan was manually defusing explosives and had successfully neutralised one of the improvised explosives devices (IEDs) when the militants triggered another one planted nearby through a remote-control device.
This happened two months after the BDU was provided with four robots to detect and defuse explosives without endangering human lives.Assistant Inspector General (AIG) BDU Shafqat Malik, however, contended that the robots could not be moved to the remote areas.
A police official told The News that the BDU experts were called in after a tip-off that a bomb had been planted near the Frontier Road in the jurisdiction of the Badaber Police Station.He said Inspector Hukam Khan successfully defused the explosive when another IED planted nearby was triggered with a remote control device. It killed Hukam Khan on the spot.
Despite losing their key man, the BDU experts continued sweeping the area and defused four other IEDs planted by the militants in the nearby areas.Heavy contingents of police launched search operation in the area. An encounter took place between the fleeing militants and the policemen. The police claimed to have gunned down a militant and injured another.
A source said that around 10 people were also taken into custody and were being interrogated for their involvement in planting the IEDs. The source said the tribesman killed in the encounter was a commander of the outlawed militant group Lashkar-e-Islam.
The funeral prayer of Hukam Khan was offered at the Malik Saad Shaheed Police Lines. Governor Masood Kausar, Chief Minister Ameer Haider Hoti and senior civil, police and army officials attended the funeral prayer.
Replying to a question as to why the bomb defusing robots were not being used despite being gifted to the BDU, the chief minister said the relevant officials might be in a better position to say something about it. He paid glowing tributes to the deceased cop for saving lives of thousands of people by defusing hundreds of bombs during his career.
Shafqat Malik told reporters that one of the four robots had been made functional for Peshawar but it could not be moved to remote areas. He said the terrain is such that even a vehicle could not move there. That is the reason that even after the death of Hukam Khan, our men defused four other IEDs manually, he argued.
Another official of the BDU said Hukam Khan was the key man of the unit as he defused over 200 explosive devices that were planted in parts of Peshawar during the current year.
Hukam Khan had joined the force as constable in 1978. Three of his sons were also serving in the force as junior officials. Belonging to Matani village in Peshawar district, Hukam Khan was regarded an asset to the BDU.
Many questioned the use of robots if it cannot be moved to such areas as mostly the IEDs are planted in remote areas. If the robots cannot be used in rural areas then the machines are of no use as over 70 percent of IEDs are planted in these parts of Peshawar district, a police official requesting anonymity said.
He argued that the same was the situation across the province as most of the explosives are planted in remote areas. He added that Hukam Khan was not even wearing the safety kit which should be made compulsory by the BDU management for every expert handling explosive material.
It may be mentioned that the robotic technology was provided to the BDU on July 20 so the experts could detect and defuse explosives through these devices easily and with less risk to their lives.
Additional Inspector General of the Special Branch of Police, Syed Akhtar Ali Shah on Wednesday said the BDU staff would undergo an intensive training for operating the robots so that these could be utilised properly.
