Why the factory is located that much close to an urban area?

Apparently the plant was there first and the town was built around it. urbanization creep :/

Up to 15 dead, at least 160 injured in Texas plant blast

While tragic, Im glad to hear the initial estimates of 70 dead are overblown.

Texas zoning and Environmental regulations are very business friendly, some are also grand-fathered in. i still offer my condolences to the living families !!
