KABUL—The death of 21 people, including senior international officials, in an insurgent attack in Kabul has rattled many expatriates just as the U.S. and its allies are embroiled in an escalating standoff with President Hamid Karzai.

Many expatriates in Kabul were also seething at how Mr. Karzai, who usually swiftly issues virulent condemnations when Afghan civilians are mistakenly killed by the U.S., waited more than 20 hours to react to the massacre at the Taverna. Even then, he used his statement to censure the U.S. and its allies, urging them to "distinguish between terrorists and victims" and saying that they have pursued a policy that had no achievements in the past decade.

"They way he said it, is sounds that he doesn't really mind too much when foreigners are being slaughtered here," a Western diplomat said.
