No it was just an assurance, warning or hedge against any US support to Pakistan. The letter just meant we will use whatever means to push out the intruders. And you (us) better know that and remain neutral or risk having a bad relation with India. It's as simple as that.

Even Mr. Clinton and several of his office administrators including US NSA, US Defense secretary etc of that time had acknowledged the same in various books and multiple platforms about our resolve and Pakistan's desperate situation. Just read the following as one of the few examples;

most of the letters content are undisclosed as it include begging for mercy.
After that meeting Pakistani forces pulled back from almost 70% of are ad that too un conditionally.
If it was Pakistan which was begging then we would have tried for a peaceful exit and other such things.
