6.5 billion investment ( loan ? ) or china will be selling power to GOP ???

2200 MW form 6.5 billion isn't just good trade. Instead more efficient convention options like coal and hydro power will yield more than the proposed nuke-power

But I guess it wasn't the decision to make for GOP. Its more like testing and certification ground for Chinese reactors and merely happening to be helping Pakistan in process.

If its free then no problems. But if Pakistan needs to pay back the investment then not a good choice.
