The CAG has lambasted the working of the Integrated Child Development Scheme (ICDS) in Gujarat, which is aimed at fighting malnutrition among children, saying that every third child in the state is underweight.

"Though there were 223.16 lakh eligible beneficiaries under Supplementary Nutrition (SN) programme under the Integrated Child Development Scheme (ICDS), 63.37 lakh beneficiaries were left out," the CAG said in its report, which was tabled in the state Assembly on Thursday.

"As against the target of 300 nutrition days annually, shortfall in providing SN was up to 96 days. Every third child in the state was reported as underweight. Shortfall of 27 per cent to 48 per cent was noticed in the implementation of nutrition programme for adolescent girls," the report said.

The report further said that a population of 1.87 crore was deprived of the benefits of ICDS.

"Against the requirements of 75,480 Angan Wadi Centres (AWCs), 52,137 AWCs (69 per cent) were sanctioned and 50,225 AWCs were in operation in the state, thereby, a population of 1.87 crore was deprived of the benefits of ICDS," the report stated.

The report goes on to say that though the central government directed the state government in November 2008 to submit proposal for additional projects based on revised population criteria, the state did not forward any proposal.

The report also highlighted the lack of basic amenities (building, safe drinking water and toilets) in nine to 40 per cent of AWCs in the 123 projects in eight test-checked districts.

National Bank for Agriculture and Rural Development (NABARD) had sanctioned a loan to construct 3,333 AWCs, but only 1,979 AWCs were constructed, the report said, adding that records regarding immunisation programme were not available with AWCs

Very nice that, for the first time, since independence, the subject of political discussions are on real development matters and not on poverty deaths and suicides. it is nice to see that, Modi could change the subject of discourse in india to some real matured level .

The BJP and other opposition parties on Friday supported Comptroller and Auditor General (CAG) Vinod Rai, who on Thursday said at Harvard that the public auditor would endeavour to uncover instances of crony capitalism and counselled the government to support enterprises per se and not entrepreneurs. The ruling Congress, however, accused the CAG once again of "crossing limits".

Senior BJP leader and former Union minister Yashwant Sinha said, "I completely agree with what Vinod Rai has said. There is no way with which someone can disagree with what he said. There has been a nexus between the corporates and bureaucrats."

BJP spokesman Mukhtar Abbas Naqvi said, "Congress has always been trying to use constitutional bodies to be in power and hide its corruption. This thing became evident during the UPA-1 regime. The misuse of CBI is not hidden from anybody."

Communist Party of India (CPI) leader D. Raja said, "I understand the anguish expressed by the CAG. Ever since the CAG came with its report on Commonwealth Games (CWG), there is a tendency of ruling party to undermine it."

"CAG is the number one auditing body in the nation. It has a great responsibility. I think one should learn to respect CAG," Raja said.

Trinamool Congress MP Sultan Ahmed said, "The people of the nation believe what CAG says. The government of India should come forward."

Congress slams CAG for 'interference'

Senior Congress leader Satyavrat Chaturvedi, however, said, "CAG crosses its limits at times. The government will decide what step to take."

Congress general secretary Digvijaya Singh said, "There is certain provision for the CAG in Constitution…If judiciary starts acting as executive, if CAG starts making policies and if civil society begins making laws then how would democracy function?"

Ex-CAG official says public auditor should not interfere in govt work

Former CAG official R.P. Singh, who is known for his role in the audit report on 2G spectrum allocation and flip-flops on charges of interference, said the public auditor should not interfere in government's work.

"The government comes to the power on a mandate. The CAG gave a few proposals to the government to increase its mandate. Vinod Rai is autonomous, is fully independent in audit of policy matters. He is competent. I don't think anyone is interfering in his working in the auditing policy," Singh said.

"CAG can question definitely if there is an irregularity in policy implementation. The Constitution has decided a frame work. At one side he is saying that he is not questioning the government policy. On the other hand, the government decided that it will not auction 2G. You are getting into policy matters," he said.

"How can you make a presumption? If someone works staying in mandate then nothing is objectionable. The government gets people's mandate every five years. The government only appoints CAG. If an auditor starts interfering in policy implementations, that is not my mandate," the former official said.

Lack of proper nutrition = low IQ

Children need proper nutrition, not just enough food, plus medical care and education to develop higher IQs.. Gentics plays a small part except when there is generations of inbreeding then genetics become a problem.

Now again media has started propaganda on malnourishment in Gujarat in order to criticize Narendra Modi. But what is truth??? Why is media so selective only on Gujarat and not any other state?? Is something cooking?? Let's check with the facts!!

The fact is, Gujarat is the state which has actually registered the best performance in addressing malnutrition problem. Here is the table of the data from CAG. (Reference: http://www.firstpost.com/economy/guess-which-state-improved-most-in-malnutrition-gujarat-650087.html)

In 2007, Gujarat had 70 % malnourished children, which within 4 years improved to 38 % in 2011, which makes 32 % improvement, and it is the highest than any other in the country!!

Ok, fine, now what about other states?? MEDIA WILL NOT TELL YOU, but the fact is, Sheila Dixit's Delhi has more malnourished children (50 %) than in Gujarat. That means, EVERY SECOND CHILD IN DELHI IS MALNOURISHED!!! Even in case of improvement, Delhi had 54 % malnourished children in 2007, which showed ONLY 4 % improvement in 4 years (up to 50 %) compared to 32 % improvement of Gujarat!! Did media make any breast-beating about Delhi?? No!! Why????

The pseudoseculars also praise so-called Bihar model of Nitish Kumar. Did anyone check its malnutrition figures?? It shows 82 % malnourished children that means, more than 4 our of 5 children in Bihar is malnourished!! And don't forget, these children also get poison in mid-day meal!! Why was media silent on Nitish's claim of development, then??

As more and more reports of the global financial meltdown are pouring in, digest this. It made the world scurry to a grim one billion hungry people, a fact perceived as a grave threat to global peace and security. The UN estimates that hunger now affects one in six people, compounded by factors such as war, drought or floods, high food prices and poverty. Most of the hunger in a world of plenty results from grinding, deep-rooted poverty.

According to the UN Food and Agriculture Organisation (FAO), there are 100 million more hungry people this year, meaning they consume fewer than 1,800 calories a day. A spokesman of the World Food Programme said hungry people rioted in at least 30 countries last year, leading to, most notably, deadly riots in Haiti sparked off by soaring food prices to spiral into the overthrow of the prime minister.

“A hungry world is a dangerous world,” he said, “without food, people have only three options: They riot, they emigrate or they die. None of these are acceptable options.” Are not the Kalahandi district of Orissa and Lalgarh of West Bengal illustrative examples of the observation?

First see the improvement guj made. Such problems can not be solve in some years, it take long time, and look at rest of India.

Impressive performance by Modi in bringing Malnutrition level to almost half(form 70% in 2007 to 38% in 2013) in just 5 years...Shows the strength of Gujarat in their public health policies..
Besides that, CAG report also states that of the top 100 malnutritioned districts in India none are from Gujarat....
Other malnorished states should make Gujarat an example and move rapidly strides towadrs a heathier society....
