You should have more precision for the location of RAW activities, so it might have had some successes in South Eastern Asia, but that doesn't make it "The most Successful Espionage agency". One should also count the failures but alas they are not published till after 25 or more years depending on their nature and sensitivity and some times never published at all.

On a worldwide scale I will say China is one of the most successful in this domain.

Yea the best word suitable for the Espionage is MUNAFIQAT/DHOKAH.......

The Best word is Mukhabarat and Istikhbarat, it is about getting military and civilian Information most of which is found publicly, the little hard part is the secret information that spy agencies use every imaginable mean to get about its target country(ies), that is where the counter-spy agencies come in and provide false secret information to the identified spies, and the game continues on forever, while the spy try to uncover the secrets and the counter-spy try to protect them.
It is not for nothing that it is called "The game of Intelligence", it is open to every known dirty trick, deceptions and fraud... to name a very very few, since the limit is the imagination and the IQ level; most carrier intelligence people are from the intellectual elite of nations, or the best of the best that any nation can produce.
Today most intelligence gathering is done through/with very sophisticated electronic apparatus with satellite links and ground stations all over the planet (if one can afford it like the US and NATO).
But it has been proven that Elint or electronic Intelligence can also be deceived by sophisticated decoys, and the need for men is most important and necessary only if to confirm and validate the information.
