The people he is going to make speeches to is holding a Turkish passport (Turkish citizens) that lives in EU. I don't see any problem in other PM's or presidents making speeches about the the elections. They are welcome to Turkey and talk to their countrymen about what the elections are going to be about and why to vote yes or no. As for occupying Hagia Sophia, i cant guarantee that, because that's a quite traficated place.
