There was no shrinking in Indias GDP during 2011to 2013 only the reduction of GDP growth rate from 8+ to around 5.

We have the huge diversification as well, since I am a 184cm tall southerner, while I feel average among the younger generation folks in North China.

The PLA soldiers you guys encountered might mostly come from Sichuan or other regions in Southwest China, they may not be very tall compared to the folks in North China, but still 5'2 is purely nonsense (even many Chinese girls are taller than this), mostly about 5'7 to 5'9 is more realistic.

178 to 180 .Punjabis and other NI are more taller than us.

Well, even 190cm is quite common among the Chinese youths, especially for those who were born after 1990.

But as for the PLA soldiers/sailors/plots, I think they are deliberately cherry picking those boys between 178-184cm, since it is the height which is most suitable for the combat mission.
