First of all, he didn't turn off the Starlink over Crimea, it was inactive at the time and Ukraine want Elon to turn them on so they can use Starlink to target Russia. And he refuses. That's what it said in his book

It's his company, he does what he want to do, and it's one thing to help Ukrainian and provide Satellite internet for free, another thing to ask him to use his company as a weapon of war. He want to stay neutral in this war, that's his business, he is not the first, nor the only company to be neutral in this war, a lot of company don't help Ukraine with their war effort too. You can't fault him for that.
