Have an idea lets stick with paper balloting and if any seal of the ballot box is broken, chief election commissioner and provincial staff could be jailed.

The actual reason is these scums sell ballot papers and stamps and when PPP and PMLN people come up with already stamped papers they let them put it in the ballot boxes.
