The Executive Committee of the National Economic Council (Ecnec) yesterday sent back the relocation project of the secretariat to Sher-e-Bangla Nagar for further review as it was not placed with the original master plan of famous Architect Louis I Kahn, suspending its all activities, reports UNB.
“Until we get the original document, the activities of the secretariat relocation project will remain stopped,” said Planning Minister AHM Mustafa Kamal while briefing reporters after the Ecnec meeting.
The project was sent back for review at the 10th Ecnec meeting of the current fiscal year held at NEC Conference room with Ecnec Chairperson and Prime Minister Sheikh Hasina in the chair.
Mustafa Kamal said, “The Prime Minister has directed the authorities concerned to collect the original master plan of Louis I Kahn fearing that the replica of the plan what the country has at this moment might have deviated or witnessed any other changes over the years.”
The minister further said, “Actually, the Prime Minister wants to make it sure that the master plan of the Jatiya Sangsad Bhaban is not disfigured in any way.”
He said they will finalise the project immediately after getting the original copy of the master plan. The original master plan has to be collected from a university of the United States.
In its Tuesday’s meeting, Ecnec approved seven development projects with an outlay of Tk 2,658 crore including the establishment of a new composite brigade of Bangladesh Army to ensure the safety and security of the Padma Multipurpose Bridge with Tk 750 crore.
Mustafa Kamal said a total of seven projects were approved today. “Of the total project cost, Tk 2153 crore will come from the national exchequer while Tk 505 crore as project assistance,” he said.
The minister said all the approved seven projects are the new ones.
Kamal said the project titled ‘Establishment of 99 Composite Brigade for Safety and Security of Padma Multipurpose Bridge’ will be set up on 115 acres of land on both sides of the mega infrastructure involving Tk 750 crore. Bangladesh Army will implement the project by June, 2019.
The Ecnec meeting gave consent to another project ‘Construction of Ministers’ Apartment-III’ in the city’s Baily Road area which would be the residences for ministers. The Ministry of Housing and Public Works proposed for constructing 15-storey apartment for the ministers involving Tk 113 crore. But, the Prime Minister has directed to limit the construction of the apartment in six stories. The Planning Minister said, “The Prime Minister has also ordered formulation of a mini-master plan for the Hare Road and Mintu Road so that the greenery and beauty of the areas are preserved in future.”
“She [PM] also said construction of high-rises in the areas might destroy the beauty and greeneries, as there is no multi-storied building yet,” Kamal added.
The other projects approved by Ecnec are: Clustered Village-2nd phase (Climate Victim Rehabilitation project) with Tk 258 crore, Construction of 1064 residential flats for government employees in Dhaka’s Mirpir-6 with Tk 852 crore, Construction of connecting road of Matarbari Coal fired power plant with Tk 602 crore, Development of Khulna (Rupsa)-Shrifaltala-Terokhada road with Tk 45 crore and development of Nazirhat-Maizvandar road with Tk 35 crore.
State Minister for Finance and Planning MA Mannan was also at the press briefing.
Ministers and state Ministers attended the meeting. Members of the Planning Commission and secretaries concerned were also present.
