Dubai cops detain Delhiblasts accused

NEW DELHI: In yet another example of the increasing cooperation between India and Gulf countries on terror, the Dubai police has detained Indian Mujahideen (IM) operative and 2008 Delhi serial blasts accused Faizan Ahmed Sultan. A close aide of IM co-founder Amir Reza Khan, Sultan is the pointsperson of the outfit in Dubai for providing shelter to fugitive operatives, sending recruits to Pakistan for terror training and arranging for finances for terror attacks.

Hailing from Azamgarh in UP, the 55-year-old operative moved to Dubai years ago and is a well established businessman. Apart from other businesses, Sultan also runs a laundry in Dubai. It was in this laundry that Delhi blasts accused Dr Shahnawaz, Salman and Bada Sajid found shelter after they fled the country following the Batla House encounter.

Also, it was here that Amir Reza Khan and Iqbal Bhatkal met operatives from India and sent them to Pakistan for terror training.

The detention has been worked out by Research and Analysis Wing (RAW) which recently secured detention of IM operative Abdul Wahid Siddibappa, cousin of arrested India operations chief of IM Ahmed Zarar Siddibappa alias Yasin Bhatkal, in Abu Dhabi. "We are working with the Dubai authorities to get him (Sultan) to India," said an official from the security establishment.

According to sources, after the encounter, Sajid, Salman and Shahnawaz fled to Sanjarpur in Azamgarh where they remained holed up in a house for several months before fleeing to Nepal in 2009. From Nepal, they flew to Dubai on fake passports. There Sultan employed them in his laundry as a cover. Later, Amir Reza Khan and IM founder Iqbal Bhatkal came to the laundry and met the operatives.

Salman was chosen by Iqbal for training in Pakistan from where he was then sent back to Nepal to help IM operations.

great going ...now we have to empower RAW to bust the terror networks so that we can pre-empt the terrorist attacks .

Unfortunately given the nature of its work and mandate ...intelligence agency like hardly gets credit that is due .

This is one of the few instances where it received accolades . Many a times its achievements must remain unsung ....

when RAW acts, all piss in their pants. This has happened for the first time, that any extradition to India of seriously accused criminals have been carried out from Dubai!

RAW is very dangerous and powerful, just introduce more think tanks and covert operation capability.

Why would we need an extradition treaty to bring back our own citizen? If he was a Dubai national wanted for a crime in India, then they would need to extradite him. This would be classified as a deportation, not an extradition.

Under geneva convention if any one takes asylum or takes refuge in a country and country agrees to give PR, then you need a particular treaty to bring him back be it your own citizen.

I know. But none of that holds in this case. The fellow was an Indian citizen in Dubai, probably illegally on a false passport. Hasn't been granted asylum or refuge. So deportation, not extradition.

Deportation occurs when you do a crime in the country of residence and then they send you back to the country of origin, without any demand from country of origin. Here a country has demanded the extradition.

OK, maybe it is nt deportation, but I'm sure 'extradition' is not wat happened here. That is a lengthy process and has to go through many channels, and takes time. This was probably just a govt to govt agreement - we asked, and they sent him back. Extradition would take months, if not years - and he would be allowed to argue in a court as to why he shouldn't be extradited and so on.

May be the process was running without any knowledge to outer world. Most of these things happen silently. But It is a good move.
