I'm certain BMD can be put in place very quickly. Just like LCA can be inducted quickly if needed.

Well, as long as we don't buy from some north asian country and just do a paint job, I guess it wud take time...I completely agree that some country can do it faster and surprisingly never fail in their tests even...amazing nations they are..sadly we r not so lucky i guess..poor us.
